Keep people from organizing for one thing. If you can't be understood you pose no danger to the elite. Secondly, it would make it impossible to discuss with others anything the elite did not want discussed. It would keep people from banning together to protest or stand up for themselves. They would sound like a bunch of monkeys. Very high tech way of taking over a country quickly without any protests.
