I'd take the 22 faith leaders, because they would be easier to overthrow. NATO and the UN have a lot of popular support and are very well established, and they're more practical than religious people. You could use religion to manipulate the the religious people and their regime wouldn't last long. Then none of the above would control the world.

its not about controling one another,it's about peace and stability and as u say not allowing a one to control the world in force beleif with mass destruction,nuclear is the greatis threat to any nation are country,when taking down world leaders you risk the true threat of nuclear,it's about preventing great destruction.
