While its not illegal to do this, per se, it was (and I assume still) illegal to do it multiple times for the purpose of converting your food-stamps into currency. I know my debit card has a bonus points program set up on it where every purchase nets me atleast 25 points per transaction whether its a 5 cent purchase or 50 dollar purchase, after a 25 dollar purchase the points go dollar for dollar so a 50 dollar purchase would equal 50 points. |

The EBT cards (Now called SNAP) I got here in Texas has the allotment you are eligible for deposited to the card each month. If you return an item bought with that card, the amount of the returned item is credited back to the card. No money changes hands But like I said, I only had it for a little while and I wouldn't know how to cheat if I had the instructions right in front of me. |

You can withdraw money from welfare/general relief. When you use your EBT (electronic benefits card) it works just like a debit card. If you select food first, you can pay for your food purchase first and then use your *cash* portion to buy whatever isn't considered food or withdraw funds. Anytime you make a purchase you can withdraw funds from the *cash* portion of your account without a transaction fee. If you use an ATM you incur a fee. Not sure why the person did repeated transactions unless they weren't sure how much they had on either account but even then it doesn't make sense doing it 20 times. What state are you in ? I've heard nothing like that in NC. I'm in CA. The food stamps don't technically have a *cash* balance it's just called FOOD here but if you are eligible for additional relief like welfare or general relief or TANIF you get a *cash* balance also. The cash is suppose to be used for non food items and life necessities like rent, utilities, etc. Even though you get a food balance that essentially is cash in the bank, you can't pull it out. You can only withdraw from your cash balance. In CA welfare is on an EBT card now. They don't give checks here in CA, it's all on an electronic debit card. They stopped issuing checks in this state several years ago. They would then scan another item and withdraw more money. Then scan another item and take out more money - this went on for like 20 INDIVIDUAL items. My sig other asks one of the clerks if she could help her as the line was backing up and she was in line for like 20 minutes. Then the ghetto mommy starts yelling at my sig other, which she tells her to mind her own business, she is not talking to her but the store clerk. Went back and forth for a while and finally the ghetto mommy leaves. Store clerk does nothing!!!! My sig other just filed a complaint with the store, but I'm sure they don't care. The manager did say that they should not have been doing 20 individual transactions, while pulling money out on each transaction. Hmmmmm, stolen card????????
