I have no idea if its available to the average computer owner. but many people CAN do overlays, and that can determine for sure if skulls match, because the skull does not change with age, while tissue structures do. I will some folks who have this ability would do it.

in answer to what. As to fleet being down, there are at least dozen craft hiding as cloud ships. As to my other sources, same folks.
