We don't. But look at history. The US Government has proven it's more likely to use advanced weapons technologies than other nations.

Who's the only nation to have ever dropped an atomic bomb on people? Other countries have nukes. We don't doubt that. But so far, only the USA is stupid and evil enough to have used them. Even unstable and psychotic dictators who possess nukes haven't used them.

This isn't to say that other countries wouldn't use nukes or weather modifcation weapons. I believe they will.

But the USA is always the first suspect as far as I'm concerned.
