Fool - the woman graduated Cum Laude from University of Texas. You know -- "Hook 'em Horns"? They were playing the school song and displaying the Hook 'em Horns sign in honor of her, and the entire Johnson family who is still a huge part of UT.

First of all please know that Lady Bird Johnson was a famous Texan as well as first lady of the United States. The song is The Eyes of Texas are upon you, and the hand symbol they are making is for the horns of a Texas Longhorn, or as they say down there, hook 'em horns.
