That is fucking ridiculous. And what the hell kind of parent lets their child be subjected to that?! I don't care if I had to hitchhike home, no one is touching my daughter that way. They're practically training the kids now that it's OK for the government to stick their hands wherever they want. "It's OK, sweetie. See? I'm wearing a uniform? I am touching you there to keep you safe." I teach my daughter that it's NEVER alright for ANYONE to touch her in certain places, and now I'm supposed to add the addendum, "Except at the airport?"
