IDK I read the article and thats what it seems like to me. the government is planning to relocate he government and its workers and dignitaries, and hate number of the increase to the city they relocate to is WAY WAY below the number of people living in Tokyo. So what is to be done with them? It is not safe for the capital workers, but OK for the rest of you. Even if they just do this officially, I am sure many many people living in Tokyo will move of their own accord.

I know if I lived in DC and the government hauled ass to IOWA I would too!
