Okay,this is horrible, but not unnatural...it is actually a form of liquefaction called ground oscillation.

LibraryGirl, I haven't been able to find anything that says that the water from the liquefaction was tested and came back as salt water, but my best guess is that it is indeed salt water mainly because the areas were the liquefaction occurred are reclaimed land...basically a land fill built in the bay area and as the ground is shaken by earthquakes the water under the reclaimed land bubbles to the surface.

So at a distance of roughly 10 to 20 meters down in an area already below sea level...it seems a pretty safe bet that it is mostly sea water.

The Japan sinking thing is actually a misnomer...portions of Japan are reclaimed land that is indeed very much like a raft.
So...No Japan is not sinking, but portions of it that were man made are actually going through liquefaction from the earthquake and aftershocks, and may indeed become submerged depending on how much water rises to the surface and in the Japanese governments ability to pump the water out.
Interesting article if you are interested...doesn't really deal with liquefaction in Japan but it is an examination by the Japanese government on their ability to handle flooding.
