The job of a submarine, like any other weapons platform, is to deliver it's weapon (a torpedo in this case) to the target. The sub doesn't need to be 500 feet long to do that job. It only has be be big enough to carry the payload to the target. If that thing carries two torpedoes, and those two torpedoes are powerful enough to sink an oil tanker, a guided missile cruiser, or to damage an aircraft carrier badly enough to put it out of action, than how much more submarine do you need? Why spend a billion dollars on a tool to do a job when a million dollar tool will do exactly the same thing? |

There are many issues, however, that limit the effectiveness beyond range that are attributable to size. That little sub is perfect for the job of shutting it down to ship traffic. If the Iranians wanted to sink convoys running out of New York harbor, they'd need something bigger.
