First of all, there is no detectable stagnant radiation from Fukushima anywhere (and even if there was it would have nothing to do with the air and would affect you regardless of whether you're outside or not). Secondly, chemtrails are a conspiracy theory and are not accepted by the scientific community so you cannot use them as evidence. Thirdly, only the fumes given off by Corexit travel through the air and have so low density that they travel to the upper atmosphere (i.e. they do not affect the air you breathe). Likewise, oil spill fumes cannot be detected further than 50 miles from a spill and carbon emissions are irrelevant as they do not affect the respiratory system. Pollen only reaches harmful levels at certain times if year, affects few people, and therefore its level cannot be used to guage the 'freshness' of air. Airborne viruses (spelled correctly, from the Latin root, sorry to be pedantic) are far more likely to be found in enclosed spaces (i.e. indoors) as stagnant air harbors more harmful bacteria.
