with regards to these two documents:

for the record, these were released way back in 2004 under FOIA, as mentioned more than a year ago on this blog: [link to ufos-scientificresearch.blogspot.com]

I find Campaign´s wording odd, especially if the messages are fabricated by him for the purpose of an exercise in decoding hypothetical messages from outer space.

First, why does he write this:

Recently a series of radio messages was heard coming from outer space. The transmission was not continuous but was cut by pauses into pieces which could be taken as units, for they were repeated over and over again.

No room for argument at all. He does not say: for the purpose of training your decoding skills I have created a hypothetical series of messages

Then the introduction in the second doc states:

Dr. Campaigne presented a series of 29 messages from outer space

it does not say presented a hypothetical series of 29 messages from outer space

Then on page 8 of the second doc:

The meaning of KSPV is not known, except that it is a generalization of "periodic table." It may merely mean table or scientific fact, or university subject.

Now why write this if he created the messages himself?

NOW THE KEY POINT I WISH TO MAKE:

Pages 8 and 11 are VERY interesting.

If these transmissions are fabricated for the purpose of the exercise.... why does part 31 of that message decode to a chemical periodic table that has 143 elements? Last time I checked we only have 118 here on Earth, and at the time this article was published (1969) we had far less.

If have gone through the decoding myself and there is more to be decoded in parts 30 and 31 (need some time)

I say these messages are NOT hypothetical.

I agree with you, but other people are going to continue to think it's a theoretical exercise and therefore debunked. If you use logic, as in what your presented, then the debunkers have been debunked.

It is frustrating that there is a slight room for doubt - that´s all they need to debunk

but the wording is clear - radio signals from outer space, not "I have created an example of radio messages that could come from outer space"

If we align the matrix correctly we should see the groupings.

like he mentions the 57 through 71 as rare Earth elements, this includes 89 through 103

100 through 107 seem grouped (should go to 107 less 100 to 103)
131 to 137 seem grouped
140 to 142 seem grouped

the matrix as presented is not aligned correctly it seems
maybe I misunderstand his decoding. Will look further though.

Here's a link to a pdf that has all the related articles, even one on Lincos, which was suppose to be the design for sending messages to aliens. Callimahos starts off with the same key exercises, AA B, AAA C, as Campaigne does but differs there after that. This could point out that Campaigne was using Lincos for a hypothetical exercise. But, even in Callimahos's article, he states that we are not alone and need to come up with a way to communicate to aliens. His basis of Lincos could be from actual messages but he doesn't present it that way.

Well Callimahos clearly stated he designed his messages - where Campaign does not. I find his wording extremely odd considering this is a NSA technical journal.

It is almost like lying when you do not say exactly what you are publishing and where the source data came from. (o but he does - he claims they came from outer space).

Now because Callimahos created his messages MUST we assume Campaign did the same using some form of Lincos adaptation?

I say no because of my previous observations. How I wish the data were real - if only I can prove it.

No kidding. Especially when you see this was declassified in 2004 and released only recently.

I'm on the fence about whether this is an exercise or not but I agree at the very least that the wording is strange... But then, this wasn't written for the general public, it was written for other NSA employees who would presumably not need to be told something along the lines of 'for the purpose of this exercise', etc...
