Obama is also just such a dual citizen via the British Nationality Act by way of his father. It is clear that the Founders did not consider a dual citizen as "natural born". In this day and age, a dual citizen can get a passport from eith of his/her two countries of citizenship. The question being, HOW COULD A NATURAL BORN US CITIZEN BE ELIGIBLE TO GET A FOREIGN PASSPORT? The issue has always been about the definition of "natural born" as defined by the Constitution. The birth certificate, or lack thereof , is meaningless, because either way it doesn't change the natural born stipulation.
