General orders pipes at Bird Point levee loaded with blasting agent

The U.S. Army Corps of Engineers is taking the final steps to prepare the Birds Point levee in Mississippi County for detonation, though the man in charge says that decision has still yet to be made.
Maj. Gen. Michael Walsh ordered field crews on Sunday to move barges loaded with 250 tons of explosives across the river from Kentucky to Missouri and to load the pipes with the blasting agent.

The only step left - the final one - would be to activate the floodway, which would send Mississippi River floodwaters through the 130,000-acre floodway in Mississippi County.

"The final decision to activate the floodway has not been made. Repeat - has not been made," the corps said in a release.

Walsh, the president of the Mississippi River Commission, said in the release that it will take about 20 hours to move the barges and to fill the pipes that are burrowed into the earthen levee.

I just got in from look at the area North of Cape and the river is out of control. There is a little town called Ste. Genevieve, it looks almost as bad as the 100 year flood. They are saying the river has not crested yet and are bagging everywhere they can.

I heard that there were some folks in Cairo that have not evacuated yet. They are trying to get an injunction. This is not looking good. I was hoping that the rain would stop, but just keeps on coming but good news is it is over on Tuesday. Hopefully the Corps will hold off and give it a chance to soak in a bit, before blasting.

About 100 people decide to stay in Cairo

CAIRO, Ill. -- About 100 people in Cairo have decided not to leave the town, even as record flooding on the Ohio and Mississippi rivers threatens to inundate the city at the confluence of the two waters.
Illinois State Police said Sunday that those remaining in the city of about 2,800 decided to stay despite an order to evacuate the city by midnight Saturday.

Just wondering. Why can't they just let the water overflow naturally and try and guide it or control where it will go? They can still evacuate...

Not really with all the doom stuff but this makes no sense to me. Maybe i'm becoming a doomer...

They are wanting to get ahead of it rather than have to react to it. If they blow the levee, they have an idea as to where the water will go and can prepare. If they wait for the levees along the rivers to fail, then they are in catchup mode with attempted evacuations.

It is a no-win situation.

I only wish they would SAY that as opposed to using "saving Cairo' as their reason. Anyone with a working brain can see right through that nonsense. The place is a shithole.

We have that too. Our local person in charge of the ACOE Regulatory Division
is also a big player in the Tanana Valley Watershed Association. And her
husband is the local head honcho of the Natural Resources Conservation
Service. I am usually pretty 'green', and willing to take appropriate steps
to protect 'wetlands', but these people are regulatory NAZIS. They blatantly
lied to me, all the while insisting that i jump through all their hoops while
they totally ignored their own regulations just so that they could claim
'jurisdiction' over our property. I waited until i had an airtight case against
them, using their own paperwork, and then i told them just what they could
do with their bogusly deceitful 'jurisdictional determination'. And the
good part is, there is nothing they can do about it. I'm pretty cooperative
and easygoing for the most part, but they really torqued me and next time
i have to deal with them (which i will) they are going to be more care-ful.

"Following the passage of the 1965 Act, the Mississippi River Commission further modified the plan for operating the Birds Point-New Madrid floodway. The new plan raised the fuseplug sections to a height corresponding to 60.5 feet on the Cairo gage, raised the frontline levee to 62.5 feet, and raised the setback levee to a height of 65.5 feet. The plan called for the operation of the floodway through explosives detonation only at the upper fuseplug section when stages reached 58 feet at Cairo with a forecast of stages to exceed 60 feet."

NMSZ is near 15 nuclear plants and is literally covered with a maze of criss-crossing natural gas pipelines.

Serious situation.

I don't know is anyone mentioned this already but the Miss. river level is extremely low and impeding the transport of grain, coal, etc. It would seem that they are doing this to help raise the water levels to help barge traffic on the river as it has been greatly impeded by the drought.

Consider that TPTB want the waterway, huge benefit for them at any cost.
