The kid in this video is correct. Once you listen to the PEMDAS review, you will understand. Who ever wrote the equation has not properly communicated in the language of math. The equation is faulty.

divide numerator and denominator by 2 yields

The multiplication before division applies to each statement , 3(1+2)is its own statement so left to right doesn't work

In the order of operations, multiplication does NOT come before division. Which ever one comes first going from left to right is the problem you solve first. Therefore the answer is 9.
