The first step towards an arrest order for the Libyan regime has been taken.

Muammar Kadhafis grip on power in Libya look far out to survive the Western bombings against the country. But while foreign troops enforce Security Council resolution to protect civil Libyans, the prosecutor at the International Criminal Court in The Hague (ICC) have begun to assemble a case against Kadhafi.

Authorities have now taken the first step towards issuing a warrant for members of the regime, perhaps even despot, according to CBS News , who has been granted access to documents from the ICC.

, and points out that this seems to have been the regime's "policy".

- Dead bodies were removed from the streets and hospitals. Doctors were not allowed to document the number of dead and wounded in the hospitals after the violent clashes began. Security forces should have been placed at the hospitals and arrested protesters injured who sought medical help. Rape Victims should also have been arrested and subjected to hazing, "the report said.

In the copy of the ICC report, submitted to the UN Security Council, "said Luis Moreno-Ocampo, prosecutors, that the ICC has evidence that it" was fired on peaceful demonstrators "and that this was done systematically. The report also shows that there is no evidence that this will be investigated internally in Libya.

Murder, rape and acts of warcrimes

- Available information gives good reason to believe that crimes against humanity have happened and still happens in Libya, the report said.

ICC then points murders, illegal arrests, torture and persecution as something Kadhafi's regime are doing.

The report also claims that there are signs of rapes, deportations, and acts of war against civilians who do not take part in the fighting.

It is not specified who arrest orders potentially will include, but European and Arab media claim, according to CBS that it can apply even Kadhafi, the son Saif al-Islam, former Foreign Minister Moussa Koussa and intelligence chief Omar Abu Zeyd Dorda.
