He's not "thinking as he goes". He's hiding his lies.
Its clear he has been trained how to lie while hiding the signs of lying. Bush was the same way. Lots of uhh's. It breaks up the lie so its easier to hide the signs of lying. Also, staring down (concentrating) at a specific spot is another way to hide signs of lying.
