Doesn't sound like man was made twice, it sounds like a writer repeating what was already stated. It is a pretty common writing style in the Hebrews' texts.

You see grasshopper, we were already intentionally dumbned down as a species, and the damage from radioactive exposure was a further degradation of the species as a whole!!

Then there was a loss of longevity, and mental processing, which lead to harsh and rash decisions, violence, cannibalism, etc, etc!!
