Doesn't it stand to reason that a concentration thick enough to be visible would be thousands or millions of times more concentrated than a sample of clear air?

Who knows the concentration needed. . . .could be levels only slightly above ambient levels or in the case of exhaust vapor only a few percent above existing fuel level.
