From what I have read the SSN that he is using is not an SSN at all. It is a CT taxpayers ID number. That is issued if they don't have your SSN. In this case it is because Barry used a CT address to avoid NY taxes. Researching it as a SSN wont find anything, you will have to look into the CT tax payers records. It could be under either of his names, because he just started calling himself Barrack at that time.

Can someone explain to me in simple terms why the President would be issued a SSN in 1977 in a state he did not live in?

I'm sorry I'm having trouble understanding the significance of this. I get the misuse of a SSN number but if he received it at the age of 15 would he really have had second thoughts about its origin? I mean he still had three years left of school and probably didn't have working papers.
