When its a life or death situation you leave. It doesn't matter what the circumstances are you do what you have to do to survive. You don't just wait it out in an area that is below sea level and hope for the best. You go to high ground. When you have days if not weeks of notice you have plenty of time to do so.

A lot of you posting don't know what your talking about. I think up until now everyone who has posted who lives/lived in Houston post Katrina has said the same thing. This is first hand experience with these people. Ya'll who haven't had first hand experience with Katrina refugees have no clue what your talking about, and I guarantee you that if they would have come to your city you would be on our side too.
