Guess what, right before the Mag 9 earthquake in Japan an area above the epicenter became super heated, coincidence much? How about the X37B spy plane being above the locations when major earthquakes occur?

You don't know jack and neither do the rest of us, its not inconceivable that it could occur, go read some of the army research documents about geoengineering in the late 90s and early 2000's and you will be very surprised by how much R+D has taken place about this very subject. Both of that systems lack by several orders of magnitude the required energy to create even the slightest earthquake, let alone a Mag-9 one.

Who says you need full mag-9 energy to create a mag 9 quake? Think about it like this, if 2 plates are constantly under pressure and slipping/sliding etc then you don't need to inject the equivalent amount of energy to generate that quake, how about a lot less energy injected to focus it on a certain point to cause the plates to slide of their own accord? Personally this is how I think its done.

But I would agree we cannot generate that much energy to my knowledge.

I don't know if you are talking to me or the OP but heres somewhere to start.

It explains how much of a certain area is moved by a certain magnitude quake, so we would need to know the total area and surface area of the plate in question. Then see how far it moves by an earthquake and we can do some math to figure out how much energy was required to move the plate/plates during an earthquake. What we need to look at is what is the "tipping" point when the amount of energy injected is sufficient to cause a domino effect to have the whole plate slide or sub duct or what have you.

I'm no expert by any means just using my brain a little bit and it would make sense that there is a tipping point of sorts to set off earthquakes, to me anyways.
