I am wondering how feasible it would be for every block to have a simple underground cinder block shelter funded by local state or government funds.

It wouldn't be that expensive and give people equal access to safety on a moments notice.

Cinder block wouldn't hold up. An underground shelter is much better. You'd also have to deal with people giving up private property to build shelters. But think of this: It might be 200 years before another tornado touches down in any specific town. It's not practical.

Ive always wondered why they dont build underground in tornado alley.. in Coober Pedy in South Australia, most of the town is underground, granted its because of heat, however it would surely work on the same principal.. i can not believe that the councils and government dont make it mandatory for tornado shelters to be built in homes, similar to the cyclone ratings we have to have here in cyclone regions... Sometimes people need to be told what to do for their own safety..

Australia poster, the very last thing we need in the USA is government mandated shelters in our homes. Housing is already expensive enough without additional costs. If the government wants to "suggest" the best type shelter, that's fine. But please, no mandated, forced increases in government regulations. I can see consideration for a "safe" place in apartment housing, but not in private homes.
