MKUltra program uses electricity and telephone lines.
Victim may feel vibration or slight 'wiggle to large toe, usually right foot.
Victim may hear high pitched whine/slight rattle as program runs
through electrical wires. Anything with electrical wires in it is used to send tones to the victim. Program utilizes tones and light.
