Why is this significant?

It shows acknowledgment of ACTIVE weather modification.

There are videos about the Chinese shooting rockets to seed clouds in their attempt to fight the worse drought in 60+ years in their MAIN grain belt.

We know that there is seeding going on in the Southwest.

And there has been experiments on Hurricanes in the Gulf of Mexico as far back as the mid-1950's.

Then there is HAARP... and Russia/China have their own versions as well.

Also we know about the U.S. seeding the Monsoon rains over Northern Vietnam in hopes of bogging down the Ho Chi Min Trail.

Despite all this... there is ZERO REGULATION.

This call for regulation shows that there is concern among the Scientific Community, which should be concerning to you...
