What's going on with HAARP? Clearly visible and distinct readings at .25Hz intervals?

HAARPtard here... I haven't seen it like this before! If HAARP only reads signals and doesn't emit them, then how can it be getting perfectly steady signals? There's no way nature can produce signals like this, right?
