You need to be in orbit and not too far away.

The GLP scopes will be interesting, but not powerful enough to see anything you guys and girls are expecting to see.

While I haven't watched much of the argument in that regards, the footage could have been faked to ensure a broadcast was available while the landing was actually happening. Maybe they were worried the transmission would suffer technical problems and needed a solid video for the public's rally behind the cause.
