C'mon people. You don't see where this is headed?
These bizarre and senseless "flash mobs" are the catalyst that will have people and businesses begging for a Police State.

I'm not saying that there aren't assholes out there, but
They could crack down quite easily with a relatively minor increase in police presence and hard enforcement, but instead they are allowing the problem a room to grow and fester. Dare I say they could even be encouraged by the booming security-industrial complex which can only benefit from increases in bizarre and senseless acts.
This is how they will stir up support for more police, more cameras, more equipment, more rigid control and probing and less freedom.
