Isn't it quite a coincidence?
3 months before the much awaited Elenin encounter and NASA publishes this disaster preparedness initiative?
IF they were so smug this was just a harmless comet, they should have waited until next year before they launched this program.

But for some people, it doesn't matter where they look, but all they see is some fantasy celestial object bringing doom and gloom.
