Isn't rolling out solar panel infrastructure a waste of time?

Isn't introducing a Carbon Tax on basis on climate change due to global warming going to be looked back on in histroy as one of the biggest jokes?

IF the global temperature went down 2 degrees the day after September 11 due to all flights being canceled, shouldn't the aviation industry be taxed for the majority of this carbon tax, not the taxpayer?
