Of course survivors of the massacre sued the UN but the UN claimed immunity.

Troops who were there and let the massacre happen got medals for ``following rules of engagement``...

My uncle was in Bosnia. He saw many rapes... and he couldn't do a thing because of UN ``rules of engagement``.
