EDF's Paluel 4 nuclear reactor in unplanned outage
EDF's 1,330-MW Paluel 4 nuclear reactor stopped for an unplanned outage at 1410 GMT on Tuesday, French power grid RTE showed on its website on Tuesday.

RTE did not provide a reason for the unplanned outage or a restart date for the reactor located in Normandy in northern France.

Greenpeace Sweden exposes lax security at nuclear plants
They poured onto the sites of two nuclear reactor plants in Sweden this morning with minimal problems: more than 70 Greenpeace activists, from five countries, conducted peaceful stress tests of the sites.

The goal: to show how weak security arrangements are at the two plants.

At the Forsmark nuclear site, on the east coast of Sweden, 50 activists put ladders up against a chain link fence, scaled over the so-called 'barrier' and got up close to the reactor buildings.

U.S. committee on nuclear safety to hold meeting in Nov. in Tokyo
The U.S. National Academy of Sciences said Tuesday its committee tasked with compiling a report on nuclear safety will meet in Tokyo from Nov. 26 to 28.

The NAS is considering having committee members conduct on-site investigations at the Fukushima Daiichi nuclear power plant crippled by the March 2011 earthquake and tsunami.

The committee is scheduled to come up with a report on the safety of reactors and spent nuclear fuel in the United States by spring 2014.

Rosatom to Build Nuclear Feul Plant in Ukraine
Nuclear industry officials from Russia and Ukraine broke ground on a new nuclear fuel manufacturing plant in Ukraine on Thursday.

The $460 million facility is set to provide fuel for all of Ukraine's four nuclear power plants and may eventually supply fuel to unspecified third countries.

Final clearance from regulators will take several months, however, and the plant in Smolino is unlikely to be complete before 2015.

Another article about the hunt for a battery... the dialog is hilarious...

TEPCO couldn’t get battery during Fukushima meltdown; went to hardware store the next day
TOKYO — Recent tapes released have sent ripples across Japan’s news programs showing first-hand Tokyo Electric Power Company’s (TEPCO) handling of the Fukushima Daiichi nuclear disaster. Many were outraged over TEPCO management’s muddled communications with plant director, an increasingly frustrated Masao Yoshida.

Among the hours and hours of footage, there’s one particularly odd incident in which one of the largest electric companies in Japan couldn’t seem to get their hands on a battery. In fact, it took about 24 hours and trip to the hardware store to buy it while on the brink of meltdown.

The following dialog is taken from a TV program which outlines what took place on March 13 with Fukushima Daiichi and TEPCO management trying to get a battery.

The survey of the No. 1 reactor will continue until Oct. 13 and will involve measuring radiation levels and temperatures of gases within the containment vessel. TEPCO will also collect water inside the container to study radioactive concentration levels.

TEPCO inserted a camera, 75 millimeters in diameter, through a piping hole on the side of the containment vessel on Oct. 9 and confirmed the surface of water used to cool the melted fuel, which is believed to have accumulated at the bottom of the vessel. However, TEPCO officials were unable to determine the water level.

"Alas, hopes of this kind have been dashed. Current levels of radioactivity at Fukushima quickly destroy the smart, durable military robots sent in to hoist the plant's simmering trash. In a report from The Epoch Times:

Even robots, endoscopes, and other devices cannot be deployed inside of the containment chamber, because the high radiation would render them useless, the company said. Radiation can damage computer chips and alter images taken via cameras.

The radiation levels are the highest discovered by the company since the plant was crippled during the earthquake and tsunami a year ago. "

NUCLEAR AWAKENING
Domestic robots failed to ride to rescue after No. 1 plant blew

By HIROKO NAKATA
Staff writer
Last of five parts

After the March 11 tsunami slammed into the Fukushima No. 1 nuclear plant and wrecked three reactors, many people expected the nation's cutting-edge robotic technologies to come to the rescue.

News photo
Slinky move: Quince moves down stairs at Chiba Institute of Technology in June. CHIBA INSTITUTE OF TECHNOLOGY

That, however, turned out to be wishful thinking, and the public was left wondering why Japanese robots, such as Honda Motor Co.'s Asimo humanoid, weren't sent to the power plant to assist firefighters and workers trying to bring the crippled reactors under control.

"Unmanned helicopter crash lands at nuke plant

The operator of the Fukushima Daiichi nuclear power plant says it lost control of an unmanned helicopter during a flight near the No. 2 reactor building, forcing the controller to make an emergency landing on a roof there.

Tokyo Electric Power Company says the remote-controlled light helicopter took off from an observatory south of the Fukushima plant just past 6:30 AM on Friday. Its mission was to collect airborne radioactive substances around the No. 2 reactor building.

The utility says its engine failed about 30 minutes later, making it impossible for the aircraft to ascend.

The helicopter — 50 centimeters long and weighing 8 kilograms — was found lying on its side on the rooftop."

ABOUT THE UNIT 1 FAILURE OF ROBOTS:

"Radiation Hardening 101: How To Protect Nuclear Reactor Electronics

Tucked behind shielding, most of the electronics in a working nuclear reactor are no more exposed to radiation than the humans that operate them. Problems like the loss of coolant in Japan’s damaged Fukushima reactors can change that, boosting radiation to levels that can threaten control systems and robots that might be sent in for repairs.

How do you protect or “harden” electronics to prevent radiation damage? And are the electronics at the Fukushima Dai-1 nuclear power plant tough enough? IEEE Spectrum Associate Editor Rachel Courtland asked Dan Fleetwood, an expert in radiation-resistant devices at Vanderbilt University in Nashville, Tennessee, to take us through the basics.

How does radiation pose a problem for electronics?

Radiation can ionize atoms and disrupt a semiconductor’s crystal structure. For electronics that are very close to a reactor, neutrons will create physical damage to the semiconductor crystal. But most chips will fail first because of leakage that’s associated with the charging of insulators. In something like a metal-oxide-semiconductor device, for example, gamma rays and X-ray radiation will knock electrons off atoms in an insulator to create electron-hole pairs. The resulting trapped positive charges will shift the operating characteristics. Devices are designed to turn on and off at a well-defined point of operation, and if that operating voltage shifts, this can create difficulties.

How do you protect or “harden” electronics against radiation in a nuclear reactor?

It involves all aspects of design, process, and testing. At a power plant there are usually design criteria to keep the most basic operating and control electronics relatively simple and relatively robust so that you can have an event like a loss of coolant and maintain control of the plant."
