Radioactive cesium level in fish off Fukushima not declining
TOKYO — Radioactive cesium levels in most kinds of fish caught off the coast of Fukushima haven’t declined in the year following Japan’s nuclear disaster, a signal that the seafloor or leakage from the damaged reactors must be continuing to contaminate the waters—possibly threatening fisheries for decades, a researcher says.

Though the vast majority of fish tested off Japan’s northeast coast remain below recently tightened limits of cesium-134 and cesium-137 in food consumption, Japanese government data shows that 40% of bottom-dwelling fish such as cod, flounder and halibut are above the limit, Ken Buesseler, a marine chemist at the Woods Hole Oceanographic Institution in Massachusetts, wrote in an article published Thursday in the journal Science.

Japan's Nuclear Regulation Authority will study a wider range of possible severe difficulties when reviewing safety standards for nuclear power plants nationwide.

Measures to cope with major accidents at nuclear power plants had been voluntarily devised by power companies. However, last year's Fukushima nuclear disaster revealed their inability to project possible catastrophic scenarios.

German team expected soon to close Kudankulam reactor vessel
Chennai, Oct 24 — India's atomic power plant operator, the Nuclear Power Corporation of India Ltd (NPCIL) is awaiting the arrival of German technicians to close the pressure vessel of the first 1,000 MW reactor at the Kudankulam Nuclear Power Project (KNPP), said a senior official.

According to the official, going by the current pace of work, the reactor will become critical (start of fission process) sometime during the second week of November.

Steenkampskraal thorium to be used in pebble-bed reactors
Steenkampskraal Thorium Limited (STL) aims to beneficiate thorium from the Steenkampskraal mine, near Van Rijnsdorp, in the Western Cape, through the TH-100 pebble-bed reactor and associated fuel-plant project, STL CEO Eben Mulder tells Mining Weekly.

The project started at the beginning of this year and STL plans to design and build a small-sized pebble-bed reactor based on known technology. The 100 MW thermal plant will produce 35 MW to 40 MW of power, he says.

“With the development of the Pebble Bed Modular Reactor (PBMR), a small-scale nuclear reactor project that was placed under care and maintenance in 2010, we had ambitious goals; however, with this project we decided to drop those goals and only use known technology,” Mulder adds.

Turkey Plans For 3rd Reactor
ANKARA [MENL] -- Turkey has been preparing for the construction of a third nuclear reactor.

Officials said the government of Prime Minister Recep Erdogan was meeting Western and Asian representatives in an effort to construct Turkey's third nuclear energy reactor. They said the Energy Ministry and other agencies were briefing foreign representatives on an accelerated nuclear energy program.

TOKYO - Japan's crippled nuclear power plant is struggling to find space to store tens of thousands of tons of highly contaminated water used to cool the broken reactors, the manager of the water-treatment team said.

About 200,000 tons of radioactive water - enough to fill more than 50 Olympic-size swimming pools - are being stored in hundreds of gigantic tanks built around the Fukushima Dai-ichi plant. Operator Tokyo Electric Power Co. has already chopped down trees to make room for more tanks and predicts the volume of water will more than triple within three years.

EON, RWE Said to Sell Nuclear JV for About $967 Million
EON AG (EOAN) and RWE AG (RWE), Germany’s two largest utilities, are set to sell their U.K. venture Horizon Nuclear Power to Japan’s Hitachi Ltd. (6501) for about 600 million pounds ($967 million), people familiar with the matter said.

The sale for the venture with government backing to build plants in Wales and western England may be signed in the next few days, according to two people, who asked not to be identified because the negotiations are private. An announcement may come on Oct. 30, one of the people said.

The comment by Tokyo Electric Power Co follows a U.S. academic journal Science article that said high radiation levels in bottom-dwelling fish caught off Fukushima prefecture indicate continued radiation leaking from the plant.

Ken Buesseler, senior scientist at Woods Hole Oceanographic Institution of the United States, said in his article on the Science website that little change in radioactive caesium levels found in Fukushima fish suggested a continued leak.

“The fact that many fish are just as contaminated today with caesium 134 and caesium 137 as they were more than one year ago implies that caesium is still being released to the food chain,” he said.

Hitachi set to win bid to buy Horizon Nuclear in Britain: sources
Hitachi Ltd. is set to win a tender to buy Horizon Nuclear Power, which plans to build nuclear power plants in Britain, sources close to the matter said Saturday.

Hitachi and Horizon, a joint venture set up in 2009 in Britain by two German power companies, are close to concluding the deal which could be worth more than 50 billion yen, they said.

A group led by Westinghouse Electric Co., a unit of Toshiba Corp., is the rival bidder.

the Big Problem is that they are having to pump such
humongous volumes of cooling water on all of the Corium that
their "water treatment Facility" cannot keep-up with the
load, and ever since last year TEPCO has been dumping all
of this *radioactive cooling water* right back into the Ocean!

This is a very positive Sign because after Chernobyl we had
more than 50.000 Abortions because of the Nuclear Accident
in Western- Europe alone, there are no Official Numbers
from the Eastern Part but they can:t be that much lower!

TEPCO’s lightbulb balloon inspection of the refueling floor did result in some interesting findings. The overhead crane was found to be significantly damaged and partially resting on the refueling crane. This may complicate safe removal of the cranes and debris from unit 1. The power of the hydrogen blast itself is evident in some of the findings on the video. Videos at the end of the article.

Government to review seismic research plan
Japan will place more emphasis on historical records and geological features of mega-quakes that hit in the past in its future seismic studies.

A government panel on seismic and volcanic activities has come up with a draft calling for reviewing the research plan through fiscal 2013.

The panel says excessive focus on research of earthquake mechanisms and lack of study on evidence of past quakes contributed to the failure to predict the March 11th quake of last year. The deadly earthquake and tsunami devastated coastal areas of Japan's northeastern Tohoku region.
