Government to review seismic research plan
Japan will place more emphasis on historical records and geological features of mega-quakes that hit in the past in its future seismic studies.

A government panel on seismic and volcanic activities has come up with a draft calling for reviewing the research plan through fiscal 2013.

The panel says excessive focus on research of earthquake mechanisms and lack of study on evidence of past quakes contributed to the failure to predict the March 11th quake of last year. The deadly earthquake and tsunami devastated coastal areas of Japan's northeastern Tohoku region.

TEPCO struggling to find somewhere to store contaminated water

TOKYO — Japan’s crippled nuclear power plant is struggling to find space to store tens of thousands of tons of highly contaminated water used to cool the broken reactors, the manager of the water treatment team said.

About 200,000 tons of radioactive water—enough to fill more than 50 Olympic-sized swimming pools—are being stored in hundreds of gigantic tanks built around the Fukushima Daiichi plant. Operator Tokyo Electric Power Co has already chopped down trees to make room for more tanks and predicts the volume of water will more than triple within three years.

Japan, Mozambique to sign natural gas memorandum
Japan and Mozambique are set to exchange a memorandum on technical cooperation in producing natural gas in the southern African country.

Mozambique discovered a large gas field last year with potential deposits equivalent to 15 years of Japanese imports.

Additional gas fields have been discovered there. But lack of technology is preventing the country from fully tapping the resources.

Hitachi reportedly to buy UK nuclear reactor venture Horizon

TOKYO — Japanese engineering giant Hitachi is set to buy Horizon, a joint venture planning to build nuclear reactors in Britain, in a deal valued at 50 billion yen ($628 million), reports said Saturday.

The Japanese firm has nearly finalised an agreement with the firm’s German owners, RWE and E.ON, the Asahi Shimbun newspaper said without citing sources.

Hitachi is seeking to expand its nuclear power business overseas after the Fukushima nuclear accident last year effectively wiped out demand for new reactors in Japan, Kyodo News said.

Hitachi has teamed up with Canadian engineering firm SNC-Lavalin to make the bid, which is said to be stronger than a rival bid by U.S.-based Westinghouse, controlled by Japan’s Toshiba, the Nikkei newspaper said.

The Chinese are coming to US...

Technical support for US nuclear project
China is to provide technical support for the first time in the building of a third-generation nuclear power plant in the United States.

State Nuclear Power Technology Corp Ltd said on Friday that it had signed a technical support service contract with Shaw Power Group related to the building of the Vogtle AP1000 project in Georgia, the first new reactor approved by the US government in nearly 30 years.

The cooperation involves sending Chinese employees to the project over the next four years, with the first batch of six people expected to include planners and electrical engineers, all experienced in building AP1000 projects, commonly known as third-generation reactors.

Shaw Group, together with Westinghouse Co, will be responsible for the design, supply and technical support in building reactors No 3 and No 4 at Vogtle, which were approved in February.

Ohi plant operator: Seam may not be active fault
An electric utility in western Japan will submit its interim report this week on whether the Ohi nuclear power station sits atop an active earthquake fault.

The Japanese government ordered Kansai Electric Power Company to conduct a geological survey at the nation's only on-line nuclear plant.

The company is expected to submit its report to the Nuclear Regulation Authority as early as Wednesday. It will say the underground seam beneath the plant may not be an active fault that could result in an earthquake.

Cambodia rejects nuclear energy, at least for now
The Cambodian prime minister said Monday Cambodia is unwilling to build a nuclear power plant any time soon.

At a ceremony for graduates in Phnom Penh, Prime Minister Hun Sen said there have been outside requests to conduct feasibility studies on nuclear power for Cambodia, but he rejected them.

"It is not the right time yet for Cambodia," he said, adding Cambodia is not ready to manage the risks nuclear power might entail.

Nuclear Reactors Await Hurricane Sandy
Among the various immobile pieces of infrastructure in the path of the East Coast hurricane are around 20 nuclear reactors, from Calvert Cliffs in southern Maryland to Pilgrim in Plymouth, Mass., and Vermont Yankee, just north of the Massachusetts line in Vernon, Vt. But the industry and regulatory officials say that this is an anticipated challenge.

At the Nuclear Regulatory Commission’s mid-Atlantic office in King of Prussia, Pa., Diane Screnci, a spokeswoman, said that reactors in the region have undertaken routine preparations. “They all have severe weather procedures,’’ she said. “They’ve gone through their procedures, making sure they have appropriate staff able to be on site, and that anything that’s outside is fastened down.’’

NRC Monitors Nuclear Plants in Hurricane’s Projected Path
Nuclear reactors in the mid-Atlantic and Northeast are being monitored for potential impacts by Hurricane Sandy, a Category 1 storm that may strike anywhere from Delaware to southern New England.

“Because of the size of it, we could see an impact to coastal and inland plants,” Neil Sheehan, a spokesman based in King of Prussia, Pennsylvania, for the U.S. Nuclear Regulatory Commission, said by phone. “We will station inspectors at the sites if we know they could be directly impacted.”

Millstone takes precautions

The Millstone Power Station in Waterford, located on Long Island Sound, is closely monitoring the storm and has been installing flood barriers around the plant in case the storm surge is higher than anticipated, Ken Holt, spokesman for Millstone owner Dominion, said Sunday.

The Unit 2 nuclear reactor at the plant is shut down for routine refueling, but Unit 3 is expected to continue operating through the storm, he said.

"There does not appear to be a need at this time to take it off line," he said. "But we are watching the storm track closely."
