Fluorescent label sheds light on radioactive contamination

TSUKUBA — Radioactive leaks, such as at the Fukushima Daiichi nuclear plant, contaminate the local environment. Contamination of soil and water by the radioactive form of cesium is a major problem, since it persists for a long time; levels of radioactivity reduce by half only every 30 years. Effective detection and removal of radiocesium would accelerate recovery of the environment.

Current detection methods can only localise contamination on a scale of meters to kilometers, and they do not specifically identify cesium. Researchers in Japan, led by Katsuhiko Ariga at the National Institute for Materials Science, have now developed a way to detect cesium contamination on a scale of millimeters. The work, published in Science and Technology of Advanced Materials, used a fluorescent molecule that labels cesium so that it can be seen with the naked eye under UV light.

San Onofre restart issue growing more contentious and convoluted

This week U.S. Senator Barbara Boxer and U.S. Rep. Edward J. Markey wrote to Nuclear Regulatory Commission Chairwoman Allison Macfarlane and alleged that a report by Mitsubishi indicates that Southern California Edison (SCE) and MHI were aware of serious problems with the design of San Onofre nuclear power plant’s replacement steam generators before they were installed” and “rejected enhanced safety modifications and avoided triggering a more rigorous license amendment and safety review process.”

Storm Knocks Out Power, Strands Travelers, Shuts Down Reactor

A massive storm packing hurricane-force winds and blizzard conditions is sweeping through the Northeast, dumping more than 2 feet of snow on New England and knocking out power to 650,000 customers.

In Massachusetts, the Nuclear Regulatory Commission says a power plant has lost power and shut down during the massive snowstorm.

The NRC says the Pilgrim Nuclear Power Plant in Plymouth experienced an automatic shutdown at around 9:15 p.m. Friday after losing off-site power. Spokesman Neil Sheehan says the plant has declared an unusual event, which is the lowest level of emergency classification.

The NRC says there's no threat to public safety.

Fukushima Radioactive Contamination Symptoms Research

FRCSR originated with an establishment of “Minna no Karte” or “Everyone’s Medical Chart,” a website which collects, through the Internet, subjective symptoms including general malaise and other worrisome symptoms that may be the result of radiation contamination.

The purpose of FRCSR is to collect voices of people who felt “something was obviously wrong” after the Fukushima Dai-ichi nuclear accident, to allow for an understanding of multiple and simultaneous derivations of characteristic symptoms after a certain time point, and to provide a public place for common understanding of unfalsified database of symptoms in order to grasp their relationship to the whole aspect. This activity, originally started by one individual and subsequently supported by many, is now beginning to build an international network, while distributing collected data, people’s voices, and current situations in Japan, to many medical care providers, researchers and journalists who recognize and understand radiation exposure.

TEPCO reports problems with debris removal operations at Fukushima Daiichi

On February 6th, workers started operations targeting a steel truss which was precariously angled across the top of the spent fuel pool around 10:37 in the morning.  Two and a half hours into the operation around 13:01, the steel truss broke into two pieces, delaying the extraction process over an hour.  The radiation levels near the upper part of the spent fuel pool where the debris removal work was carried out was reported to be between 21.3 mSvh/hr and 25.6 mSv/hr.

After the steel truss operation was completed, workers noted that the fuel handling mast, a 1.5 ton extendable pole used to lift the grip up and down when moving fuel assemblies had disappeared and likely sunk into the spent fuel pool.

California's attorney general has announced that the man who led a successful drive to shut down the Rancho Seco nuclear plant in 1989 can begin gathering signatures for an initiative that would close all of the state's power reactors.

On Thursday, the attorney general's office announced that Ben Davis Jr. has until July 8 to gather 504,760 signatures to place the measure on the ballot. New nuclear plant construction is already prohibited under California law until the federal government approves a repository and/or reprocessing system for spent fuel.

Pilgrim nuclear plant loses power, again

Pilgrim and the Nuclear Regulatory Commission announced that power resumed on Sunday, restored from one of the three off-site lines. As work was continuing to restore the other two lines, Pilgrim officials said off-site power was interrupted.

Power was again being provided by diesel generators, as it was since the storm disrupted electric transmission, which resulted in an automatic plant shutdown on Friday.

On the other hand, the Japan Atomic Energy Agency, Japan Nuclear Fuel and Chugoku Electric Power Co. did not provide clarifications, as they are allegedly not in possession of data on meetings between their executives and Nayuki.

Remember that Nayuki was let go from his post after it was found out earlier this month that he gave Japan Atomic Power a draft report by the NRA of a geological survey of a possibly active fault lying directly underneath the its Tsuruga nuclear power plant in Fukui Prefecture, prior to the draft’s public release.

The Union of Concerned Scientists today sent a letter to the Nuclear Regulatory Commission (NRC) urging the agency to reject recent requests by House and Senate Republicans to weaken critical post-Fukushima safety reforms and slow down their implementation.

UCS’s letter is in response to recent letters sent to the NRC by Senate and House Republicans complaining that the agency is moving too quickly with costly post-Fukushima safety upgrade requirements.


The House and Senate letters also criticized an NRC staff recommendation that the agency require the owners of General Electric Mark I and Mark II boiling water reactors—the same kind of reactors at the Fukushima Daiichi plant—to install filtered vents to reduce radioactive releases in the event of an accident. Twenty-three of the 104 currently operating reactors in the United States are Mark I reactors. Another eight are Mark II designs.

Tokyo Electric Power Co. has been caught in another lie in its apology on its website for misleading a Diet panel that was investigating the 2011 accident at its Fukushima No. 1 nuclear power plant.

TEPCO officials already had been forced to backtrack on telling a member of the Fukushima Nuclear Accident Independent Investigation Commission that the No. 1 reactor was too dark to allow for on-site inspection of the damage caused by the March 11, 2011, earthquake and tsunami.

At a Feb. 7 Lower House Budget Committee session, Toshimitsu Motegi, the minister of economy, trade and industry, said in reference to the misleading comments by TEPCO officials, "If false information was given with the intent to mislead, it will be absolutely unforgivable."

Ahmadinejad addressed a ceremony on Sunday marking the 34th anniversary of the 1979 revolution that toppled the pro-US monarchy.

Hundreds of thousands of people gathered in a main square in the Iranian capital Tehran chanting slogans calling for the defeat of the US and Israel.

Ahmadinejad said his country will continue its nuclear program, which Iran's government says is for peaceful purposes.

Japan offers nuclear help to Saudi Arabia to free up oil

ABU DHABI — Japan has offered to help Saudi Arabia build nuclear power stations to free up more oil for exports, Kyodo news agency reported on Sunday, but a visiting Japanese minister said he was not seeking a supply increase now.

Trade Minister Toshimitsu Motegi’s visit at the weekend was aimed at securing extra oil from the world’s biggest exporter in case of instability in world supply, Japanese officials had said.

Gov't needs to determine early whether to resume reactors

A senior lawmaker of the ruling Liberal Democratic Party said Monday it is necessary for the government to determine whether to resume nuclear plant operations at an early date.

"The economy will eventually stall in terms of energy cost" as long as most nuclear reactors remain idled, Hiroyuki Hosoda, executive acting secretary general of the LDP, said in his speech in Matsue, Shimane Prefecture. "It is needed to determine their resumption by securing their safety."

He also said, "Power companies will face capital deficits in around three years if their reactors remain idled, and the basis of their existence will be affected."

The installation of two 300-tonne tanks has taken the project to build Russia's first floating nuclear power plant a step further towards completion.

The tanks, which provide a shielded housing for the reactor vessels and their cooling circuits, were manufactured by Baltiysky Zavod shipyard, which is constructing the plant for Rosenergoatom. They were lowered into the reactor compartment of the Akademik Lomonosov over two days in an operation made complicated by ice on the Neva river. Baltiysky Zavod general director Alexander Voznesensky described the installation of the tanks as a milestone in the project.

Akademik Lomonosov is Rosenergoatom's first-of-a-kind floating nuclear power plant and will contain two 35 MWe KLT-40S nuclear reactors.

HATCH NRC EVENT NOTIFICATION: MANUAL REACTOR SCRAM INSERTED DUE TO DEGRADING REACTOR WATER CHEMISTRY

During normal power operations, the crew observed condensate/feedwater conductivity begin to increase at approximately 0530 EST on 02/10/13. The crew responded to the associated alarm response procedures and entered abnormal operating procedure 34AB-N61-001-1 due to degrading reactor water chemistry parameters. A power reduction [from 100%] was initiated at 0555 EST in accordance with station procedures for responding to a suspected condenser tube leak. At 0700 EST, a manual reactor SCRAM [from approximately 47%] was inserted due to the elevated reactor water conductivity in accordance with station abnormal operating procedures. All rods inserted completely and no complications were encountered following the reactor SCRAM, normal feedwater injection remained available.

Sequoyah nuclear plant applies for operating licence extension

The head of the Nuclear Regulatory Commission and Rep. Nita Lowey (D-Harrison) toured Indian Point nuclear power plants Monday.

"Simply put, it's just not safe for a nuclear facility to operate in an area as densely populated as this," said Lowey. The Congress member also said that evacuation plans for a 50-mile radius around the plant are unrealistic. "We know what it's like at rush hour around here," she said.

Macfarlane, on the other hand, said "the plant has been operating safely."

Indian Point Unit 2 and Unit 3 are seeking a 20-year license extension. The licenses expire in 2013 and 2015 respectively, but the plants will be allowed to operate throughout the license renewal proceedings. Although Lowey expressed concerns about evacuation planning, it is outside the scope of relicensing hearings, and will not affect whether or not the plant is relicensed.

N.Korea announces nuclear test success

North Korea has announced the success of its third underground nuclear test.

The country's state-run television said on Tuesday afternoon that the test was carried out safely at a high level, with a warhead that was smaller, lighter and more explosive than those used in past tests.

The report said the test was aimed at ensuring the nation's security and sovereignty in the face of US hostility undermining the North's right to a legal, peaceful satellite launch.

Japan sends planes to monitor radiation after N Korea test

TOKYO — Japan on Tuesday dispatched military aircraft to take samples of air to detect radiation in the wake of North Korea’s nuclear test.

Defense Minister Itsunori Onodera called a meeting of senior defense officials and ordered them to collect radioactive matter in the air, a ministry spokesman said.

A non-licensed, supervisory employee had a confirmed positive for alcohol during a random fitness-for-duty test. The employee’s access to the plant has been restricted.
