OFF TOPIC!... SOR, you have to go and see this!...:-)

Sea otter dunks basketball

A slam-dunking sea otter is making waves at a zoo in the western United States.

The otter, Eddie, leaps from the water and dunks basketballs into a hoop set up at his pool.

Zookeepers at Oregon Zoo introduced the game to 15-year-old Eddie last year as therapy. He suffers from arthritis in his elbows.

They say Eddie was dunking the ball within a week. Now, he rarely misses.

Shale gas imports may cut Japan's fuel cost by 15%

A government-affiliated bank says Japan may be able to cut its fuel costs significantly if it can import shale natural gas from the United States.

The Development Bank of Japan released its estimate on Saturday.

It says if Japan can gain access to cheaper shale gas, it will be able to negotiate lower prices for other types of natural gas. It estimated that Japan's overall fuel cost could be reduced by up to 15.2 percent from the current level in 2020.

Japan has increased natural gas imports for thermal power generation as most of its nuclear power plants are offline. Natural gas imports exceeded 64-billion dollars in 2012.

Take this with a BIG grain of salt...

Iran announces plan to build 16 nuclear plants

Iranian officials announced that they have selected 16 locations as suitable for construction of new nuclear power plants.

The head of the Atomic Energy Organization of Iran, Fereydoun Abbasi, said on Saturday that planned sites include areas near the Caspian Sea and on the coast of the Persian Gulf.

Abbasi added that Iran has found new deposits of raw uranium for its nuclear program, boosting reserves 5 fold.

Iran started operating a nuclear power plant in the southern city of Bushehr last year, to cope with domestic demand for more electricity.

Iranian officials apparently wanted to stress their resolve to continue promoting nuclear development for peaceful purposes ahead of a meeting with 6 world powers --5 UN Security Council permanent members and Germany.

The first meeting on Iran's nuclear development in about 8 months is to be held on Tuesday in Kazakhstan.

N.Korea warns US of "destruction" ahead of drills

North Korea's military has warned that US forces will meet what it called a miserable destruction if they go ahead with planned military drills with the South Korean military.

The warning came in a message to the top US military commander in South Korea, General James Thurman, on Saturday. It came 2 days after the United States and South Korea announced that they will hold joint military exercises for 2 months beginning March 1st.

The message called the joint military exercises "reckless", and says once the US side ignites a war of aggression by staging them, it will experience a miserable destruction.

A 2-month regular, large-scale US-South Korean joint military drill, Foal Eagle, starts on Friday. A 2-week joint exercise, Key Resolve, begins on March 11th.

US offers direct talks with Iran

The US government says it is offering to hold direct talks with Iran on the sidelines of upcoming negotiations on the country's nuclear program.

US Department of State spokeswoman Victoria Nuland disclosed this during a daily briefing on Friday.

The 5 permanent UN Security Council members and Germany are scheduled to hold talks with Iran in Almaty, Kazakhstan, on Tuesday. Their talks will be the first in around 8 months.

Nuland added that the question is whether the Iranian delegation is ready to help reassure the international community on the country's nuclear program.

Nuland said the US has not heard anything yet from Iran, but is waiting to see what will happen.

At the Hanford Nuclear Reservation, a Steady Drip of Toxic Trouble
[link to www.thedailybeast.com]

[snip]

Hanford is the worst kind of mess: the kind that humanity is capable of making, but not capable of cleaning up. It was the home of the world’s first full-scale plutonium reactor and the epicenter of American nuclear production during the Cold War. Now the 586-square mile campus is the subject of the largest environmental cleanup operation the United States government has ever undertaken. There are other sites in America with long nuclear histories — places like Oak Ridge, Los Alamos, Yucca Mountain. But none have become sprawling disasters with quite as much panache as Hanford.

The more I thought about it, the more it seemed like despite the names of the contractors working there—Washington River Protection Solutions, Washington Closure Hanford, etc.—Hanford was not a problem to be solved, or a site that could ever truly be closed. The best you could hope for was maintenance and coping. The mess was too sprawling, too permanent. After the ERDF we drove past a yard filled with huge unfamiliar metallic objects. They were the spent reactor cores from nuclear submarines. The Navy sent them up the Columbia River to Hanford from its base in Bremerton, Washington for lack of a better place to store them.

The bus ride from the Vitrification Plant back to tour headquarters was long. I looked out across the desert, which felt far away from everything, and wondered what would come of this place in thousands of years. Hanford was built and operated in a time when existential fear of a nuclear apocalypse was a relatively normal feeling. But that kind of ending for humanity did not seem viable anymore. The sludge sitting in those tanks, and the slow decay it wrought seeping deeper and deeper into the ground, seemed far more ominous.

Reviewing radioactive waste disposal sites

The government has unveiled plans to review the way it selects final disposal sites for radioactive waste.

It earlier decided that contaminated mud and incinerator ash from the 2011 nuclear accident in Fukushima would be disposed of in the prefectures where it was generated.

The Environment Ministry plans to bury the radioactive materials in final disposal sites to be built in 5 prefectures.

The Ministry earlier selected state-owned forests in Yaita, in Tochigi Prefecture, and Takahagi, in Ibaraki Prefecture, as possible sites.

Taiwan looks at halting construction of 4th nuclear plant

Taiwan Premier Jiang Yi-huah said Monday the administration is willing to accept the outcome of a referendum on stopping construction of the island's fourth nuclear power plant.

The move signifies a dramatic change in the administration's nuclear policy as President Ma Ying-jeou has said he hopes to see the first reactor of the facility become operational by 2014 and the first nuclear power station of the three existing facilities could be decommissioned ahead of time if the two reactors at the fourth nuclear plant can supply power in a stable manner before 2016.

DOE's Recovery Act money running out; challenging, high-cost hot cells project at ORNL may be put on shelf
[link to blogs.knoxnews.com]

[snip]

The original cost of the project was supposed to be in the range of $14 million, which was then combined with other demolition and cleanup projects into a $50 million-plus contract for Knoxville-based Safety and Ecology Corp. As issues arose and hazards were more precisely identified, the cost grew to more than $33 million in dealing with the hot cells at the former 3026 Building on ORNL's historic central campus.

DOE spokesman Mike Koentop said progress has been made, but the federal agency's Oak Ridge office has decided there's not enough money left in the Recovery Act pool to complete the job.

"We have completed demolition on four of the six 3026 hot cell facilities," Koentop said via email. "We have also recently completed clean-out of a portion of the cell that contains the higher than anticipated radiological inventory discovered in August. As impacts of realized risks were fully determined, we have concluded that remaining funds are not sufficient to complete the project."

Big plans for mini reactors
[link to www.power-eng.com]

[snip]

Energy officials propose spending $452 million on smaller reactor designs.

"My sense is that DOE is looking for a project that, on commercial terms, will be able to succeed," said Edwin Lyman, senior scientist with the nonprofit Union of Concerned Scientists, and Babcock & Wilcox, through its alliance with the Tennessee authority, potentially could build a plant to supply DOE's Oak Ridge National Laboratory near Knoxville.

Still, caution is key and the new plants aren't necessarily safer just because they're smaller, he said.

"Even if on paper they look safe, there is no operating experience," Lyman said, adding that the organization doesn't think the government should subsidize nuclear power.

Govt to review candidate sites for Fukushima waste disposal

TOKYO — The Environment Ministry will reconsider the proposed sites of for two radioactive waste dumps, after the previous designation provoked strong resistance from local residents.

Last September, the Democratic Party of Japan (DPJ)-led government selected Takahagi City in northern Ibaraki Prefecture and Yaita in Tochigi Prefecture as storage sites for radioactive waste from Fukushima Prefecture. Officials of both towns expressed shock and anger at the time, saying they had received no prior notice and there had been no consultation.

The plan was to transport ash from burned debris and mud removed from ditches in the no-go zone around the stricken Fukushima Daiichi nuclear power plant, an Environment Ministry official said. He said about 1,700 tons of waste containing radioactive cesium of over 8,000 becquerels per kilogram would be stored in the area.

In 15, 50 years -- we don't know when -- it's going to hit the ground table. When it hits the ground table, it will go right into the Columbia River, and remember, that's one of the major rivers in the entire Pacific Northwest."

The lawsuits include groups of people from Hazelwood, Florissant, Spanish Lake, Berkeley, Ferguson, Black Jack and St. Ann.

The residents say nuclear waste was improperly disposed of near North County's Coldwater Creek in the 1950's and 1960's as part of the Manhattan project. leading to an unusually high incident rate of rare cancers, birth defects and early deaths.
