TEPCO moves irradiated water to ground tanks

The operator of the crippled Fukushima Daiichi nuclear power plant has begun moving contaminated water from leaking underground storage pools to tanks above ground.

Tokyo Electric Power Company, or TEPCO, plans to move most of the contaminated water to tanks above ground after a series of leaks were found in some of the 7 underground storage pools.

On Tuesday, TEPCO began transferring about 20 tons of water per hour from the No. 2 pool to a tank more than 400 meters to the southeast. The No. 2 pool is the first of those where leaks were found.

More than 23,000 tons of contaminated water is scheduled to be transferred by early June.

Osaka court rejects demand to halt nuclear reactor

A Japanese court has rejected a suit by local residents demanding 2 nuclear power reactors in central Japan be turned off. The court said the reactors are safe.

The No. 3 and 4 reactors at the Ohi nuclear power plant in Fukui Prefecture are the only 2 online in Japan following the 2011 Fukushima nuclear disaster.

Operator Kansai Electric Power Company turned the reactors back on in August last year after government tests deemed them safe.

But 262 residents of Fukui Prefecture and nearby areas filed a suit demanding a court injunction to turn them off, saying they could cause a serious accident.

The plaintiffs said control rods to halt operations would not go into the reactors in time in a strong earthquake simultaneously involving 3 active faults in the region.

Jail sentence for falsification

An American court has sentenced a former engineering safety manager to 78 months in prison for falsifying information about injuries at three nuclear power plant sites.

Walter Cardin was convicted by a federal grand jury of eight counts of major fraud against the Tennessee Valley Authority (TVA), a US government corporation, November 2012. The offences were committed over a period from 2004 to 2006. Cardin was convicted of providing false information by under-reporting the number of injuries and their severities.

Two US Nuke Plants Tighten Security After Boston Bombings

Nuclear power plants in Massachusetts and New Hampshire have increased security after two bombs exploded in Boston on Monday, killing at least two people and injuring dozens. The Pilgrim Nuclear Power Station in Plymouth, Massachusetts, and the Seabrook Station in Seabrook, New Hampshire, heightened checks of vehicles, materials and individuals entering the plants.

Dominion to shut Wisconsin Kewaunee reactor on May 7

U.S. power company Dominion Resources Inc told U.S. nuclear regulators it planned to shut the 566-megawatt (MW) Kewaunee nuclear power plant in Wisconsin on May 7.

Dominion has said it will shut Kewaunee, even though its license does not expire until 2033, due to economic reasons related in part to low natural gas prices that have driven power prices to decade lows.

Kewaunee will be the second U.S. reactor to retire this year. The last group of reactors to retire was in the late 1990s.

Earlier this year, Duke Energy Corp said it would retire its 860-MW Crystal River 3 reactor in Florida due in part to the uncertain cost of replacing the unit's containment structure.

State's new nuclear agency gets cloak of secrecy

RICHMOND - Virginia is creating a new agency to support development of nuclear power – a move that has upset environmentalists and open-government advocates, because the entity won't have to comply with the state's Freedom of Information Act and other laws.

For the past year or so, companies that work with nuclear energy have been speaking with experts at Virginia universities with nuclear engineering programs and at industry-related nonprofit groups. The goal was to foster collaboration among nuclear-energy advocates, according to Del. T. Scott Garrett, R-Lynchburg.

In January, Garrett introduced a bill to create the Virginia Nuclear Energy Consortium Authority. Sen. Jeffrey McWaters, R-Virginia Beach, sponsored companion legislation in his chamber. Both bills were passed by the General Assembly and signed into law by Gov. Bob McDonnell.

U.S. Rethinks How to Respond to Nuclear Disaster

WASHINGTON — Two years after the Fukushima nuclear accident in northern Japan, the United States government is using lessons from that disaster to rewrite its plans for responding to radiation contamination, focusing on long-term cleanup instead of emergency response. But the proposals have set off vehement opposition from critics of nuclear power.

On Monday, the Environmental Protection Agency expects to publish in the Federal Register a draft document that would change its long-standing advice to state and local governments about how to limit long-term exposure to radiation after a reactor accident or a “dirty bomb” attack. By reducing the projections for how much radiation exposure is likely in the years after such an episode, the proposal could also reduce the amount of contaminated land that would have to be abandoned.

One of the awful things about a nuclear meltdown could be the traffic

It’s hard to imagine a worse traffic jam than the traffic jam that slows your escape from a nuclear meltdown.

The U.S. Government Accountability Office is warning other federal agencies that they need to be thinking about that scenario as they plan emergency responses to nuclear accidents.

Current planning focuses on evacuating or sheltering people living and working within a 10-mile radius of a nuclear power plant. Such planning assumes that everybody living, say, 11 miles from an exploding nuclear reactor would sit on their asses watching the disaster unfold on CNN. And the GAO thinks that’s unlikely. Those people might instead rush into their cars and onto the streets in an understandably panicked bid to escape the area, worsening traffic congestion and making escape more difficult for those closer to the accident.

EPA Dramatically Weakens Radiation Protections
[link to committeetobridgethegap.org]

[snip]

EPA has just issued (April 15, 2013) new Protective Action Guides (PAGs) for dealing with radioactive releases. The new PAGs are in many ways worse than the extremely weak PAGs Bush tried to push out in the last days of that Administration that Obama pulled back. The PAGs eliminate requirements to evacuate people when thyroid or skin radiation doses exceed certain levels, lift a lifetime limit on radiation from such an event that would have triggered relocation, recommend dumping radioactive waste in municipal garbage dumps not designed for such waste, and propose five options for drinking water, all of which would dramatically increase the permitted concentrations of radioactivity in drinking water, by as much as 27,000 times.

Additionally, the National Council on Radiation Protection and Measurements (NCRP) has published draft guidance for implementing the long-term cleanup portions of the PAGS. The NCRP guidance would allow the public to be exposed to extraordinarily higher levels of radiation than previously permitted, sufficient to cause a cancer in every sixth person exposed. Although public comments are supposedly being solicited, EPA has made the PAGs immediately effective, making the comment opportunity pretty meaningless.

Japan to ease regs for sustainable energy

Japan may move toward easing regulations as a way to promote sustainable energy sources such as wind power and fuel cells.

A government panel subcommittee on regulatory reform has compiled an interim report calling for the easing of 53 sets of regulations. The purpose is to secure a stable power supply and to encourage the use of energy that is both produced and consumed locally.

The committee members also wish to promote eco-friendly automobiles and a low-carbon society.

MOX and sushi...

Nuclear fuel from France to Japan to resume

Nuclear fuel is expected to be shipped soon from France to Japan for the first time since the accident at the Fukushima Daiichi nuclear power plant in March 2011.

The fuel was carried on a large trailer truck from a reprocessing facility to the port of Cherbourg in northwestern France 20 kilometers away before dawn on Wednesday under tight security.

The fuel was loaded by a crane onto a special ship. The ship is expected to leave the French port for Japan as early as Wednesday.

Japan's Kansai Electric Power Company had ordered the fuel, a type called MOX, from the French energy firm Areva. MOX fuel is a mixture of plutonium extracted from spent nuclear fuel and uranium.
