M7.0 quake jolts islands off northern Japan; no tsunami warning

TOKYO — An earthquake with a preliminary magnitude of 7.0 struck islands off northern Japan on Friday but no tsunami warning was issued, the Japan Meteorological Agency said.

The quake hit at 12:05 p.m. near the Russian-administered Kuril island chain, the U.S. Geological Survey said. It was located 122 kilometers deep.

Ex-TEPCO Chairman Katsumata to resign from all positions

Former Tokyo Electric Power Co. Chairman Tsunehisa Katsumata will retire from a position at an affiliated company where he served after leaving the utility to take responsibility for the 2011 Fukushima Daiichi nuclear power plant disaster, sources close to TEPCO said Friday.

Katsumata is an absentee director at Japan Atomic Power Co., a nuclear power plant operator that sells electricity to its major shareholders such as TEPCO and Kansai Electric Power Co. But he will step down in June, the sources said.

The move will leave the 73-year-old, who steered Japan's largest utility for a decade as president and chairman, with no other job positions.

Radioactive water problems at Fukushima nuke plant force rethink

The government and Tokyo Electric Power Co. will present broad new thinking in May on ways to prevent radioactive water from increasing at the crippled Fukushima Daiichi nuclear power plant, industry minister Toshimitsu Motegi said Friday.

Motegi made the remarks during a meeting to discuss the decommissioning process of the plant's stricken reactors, as TEPCO continues to grapple with water leaks found recently at several underground storage tanks at the site.

The Nuclear Regulation Authority released an estimate the same day that the leaks could lead to the density of radioactive strontium in groundwater exceeding the legal limit in about 10 years in the coastal area of the plant.

PORTLAND, Ore - NuScale Power, LLC announced today that the company has reached a major technological breakthrough whereby the NuScale Module does not require any electrical power—alternate current (AC) or direct current (DC)—to be able to achieve safe cooldown should the need arise. Additionally, NuScale's technology does not require any on-going operator action nor additional water to achieve safe cooldown.

The events of Fukushima highlighted the importance that traditional reactors have of needing back-up sources of electricity to power the essential valves and pumps needed for long-term cooling to their nuclear power plants. The complete station black-out caused by the earthquake and subsequent tsunami eventually led to extensive damage to the Daiichi nuclear units because of their inability to power their safety systems. Their final lines of defense were banks of DC batteries with a limited life.

President Barack Obama’s proposal to wean the Tennessee Valley Authority (3015A) from the U.S. government faces the same obstacles that have frustrated privatization advocates since President Dwight Eisenhower termed the state- controlled power company “creeping socialism” in the 1950s.

Selling the largest government-owned U.S. utility, created in 1933 by President Franklin Roosevelt to provide jobs and cheap power to the Depression-stricken Southeast, would potentially reduce the national debt by as much as $35 billion and allow TVA to spend more on pollution controls. Even so, privatization doesn’t make political or financial sense, said Stephen Smith, a Knoxville-based TVA watchdog.

Investors may be put off by the TVA’s $26 billion debt load, which may exceed the value of its aging coal and nuclear plants. The government would probably have to assume flood- control and other costs for the seventh-largest hydro-power river system from self-funded TVA. Republicans representing voters who benefit from the TVA’s low rates are joining Democrats to oppose the move, splitting with traditional Republican support for privatization.

This lab used upwards of 1 ton** of UO2 lava in some of their experiments to see how quickly corium might melt through the concrete of a nuclear reactor containment vessel (or building). They found that corium lava can melt upwards of 30 cm (12″) of concrete in 1 hour! This is why it is so important to know if a nuclear reactor accident has gone into true “meltdown” as the corium lava will rapidly melt its way through the inner containment vessels (or more) in a matter of hours unless it can be cooled again. However, results from these CCI (core-concrete interaction) experiments, suggest that cooling with water may not be sufficient to stop corium from melting the concrete. One thing to remember — much of the melting of concrete during a meltdown occurs within minutes to hours, so keeping the core cool is vital for stopping the corium for breaching that containment vessel.

Workers at Fukushima Daiichi conducting operations without safety equipment

The JiJi Press is reporting that after discovering radioactive water leaking from underground storage pits, TEPCO sent 14 workers at Fukushima Daiichi to carry out efforts to transport water, but did not give them the appropriate dosimeters which would have allowed them to measure the exposure received by the workers.

Former Chairman of the Nuclear Regulatory Commission, Gregory Jaczko, has been appointed to an little-known panel with the National Nuclear Security Administration this week.  The Congressional Advisory Panel was created by the 2013 National Defense Authorization Act, will include 12 congressionally appointed members, and will work to make recommendations to improve operations culminating in a report due in February of 2014.

Local water companies would be monitoring water systems.

If you are on a well, you might want to get an analysis from the county.

Rainwater, ponds, any standing water would be suspect.

There is a lot of natural radiation in the ground.
Fuku contamination is probably amongst other forms.
Lab analysis is needed to determine exact quantities and isotopes.

You might want to watch this.

Description
A "small fire" at a UK nuclear power plant, which provoked a major response by the emergency services, has been extinguished without anyone suffering injuries, police say. The blaze at Hartlepool Power Station caused smoke to billow from the plant, but Cleveland Police said it was drifting away from homes. Police and fire crews remained on the scene as a precaution, the force spokeswoman said. The force statement said: "During incidents such as this, there are several procedures that take place including the venting of steam generators. "This particular process causes noise, which residents of nearby areas such as Seaton Carew may hear. "There is smoke billowing as a result of the fire, but it is currently heading in a direction that does not cause any implications for members of the public. "Police and fire (officers) remain at the scene as a precautionary measure."

This is follow-up information regarding the water leak from the underground reservoirs at Fukushima Daiichi NPS.

The following is the progress status of the measures to prevent the further leakage of the leaked water accumulated in the leakage detection holes as of today (April 19).

- Underground reservoir No.1
The temporary pump was put in operation four times to return the leaked water accumulated in the leakage detection hole (northeast) to the reservoir.

- Underground reservoir No.2
The temporary pump was put in operation four times to return the leaked water accumulated in the leakage detection hole (northeast) to the reservoir.

Quakes hit southern Honshu, Fukushima

TOKYO — A 6.1-magnitude earthquake struck off the south coast of Honshu on Sunday, the United States Geological Survey said, but no tsunami warning was issued.

The quake hit at 12:22 p.m., 644 kilometers south of Tokyo, at a depth of 424 kilometers, the USGS said.

Meanwhile, a 4.2-magnitude quake struck at 7:27 p.m. in Fukushima Prefecture in the northeast at a shallow depth of 10 kilometers and was felt throughout the region, the Japan Meteorological Agency said.

It had no impact on the tsunami-ravaged Fukushima Daiichi plant, its operator Tokyo Electric Power Company said.

Tepco is circulating about 370 tons of water every day to cool the damaged reactors, but about 400 tons of groundwater are flowing into the basements of the reactor buildings every day and mixing with the cooling water.

This means that the amount of highly radioactive water that must be stored is increasing by 400 tons a day. Because the underground pools can no longer be used, this water must now be stored in aboveground tanks.

Tepco has stated that even in a worst possible leakage scenario, aboveground tanks would have a capacity of 5,000 tons of water, equivalent to 12 or 13 days’ worth of contaminated water. But space for building new tanks in the compound is decreasing and will eventually run out. The government, Tepco and outside experts must closely cooperate to come up with a feasible solution.
