The renaissance story line was hard to resist. By early 2009, applications for 31 new reactors were pending at the US Nuclear Regulatory Commission. The promises came garnished with tales of remorseful changes of heart from oft-obscure nuclear converts. With few exceptions, the news media – especially television, with its thirst for the short and the simple – fell for the rhetoric.

Still the band plays on.

It is all in ruins now. The 31 proposed reactors are down to four actually being built and a few others lingering on in search of a licence, which is good for 20 years. Those four are hopelessly uneconomic but proceed because their state legislatures have committed to finish them as long as a dollar remains to be taken from any electric customer's pocket. Operating reactors are being closed as uneconomic for the first time in 15 years.

In the astonishing persistence of the global appetite for false nuclear promises lies the critical importance of the World Nuclear Industry Status Report, published on Thursday.

In short, the nuclear renaissance – whatever it may be called throughout the world - has always consisted entirely of the number of reactors whose excess costs governments were prepared to make mandatory for either customers or taxpayers. Investor capital cannot be conscripted. Investors of the sort that nuclear power must attract study risks carefully. They know the information in this report, and so should everyone else with responsibility for energy decisions that allocate nuclear risk.

Nuclear facility in southern China canceled following protests

Chinese authorities have canceled the construction of a nuclear fuel processing plant in the southern city of Jiangmen following massive protests against the project, the official Xinhua News Agency said Saturday.

More than 1,000 people took part in a protest Friday in downtown Jiangmen against the uranium processing project in the city of Heshan over fear of radiation leaks.

"The Heshan government respects the public's opinion and will not apply for approval for the project," Xinhua quoted Heshan Mayor Wu Yuxiong as saying.

NRC: Minor violation for missed NC nuke plant flaw

RALEIGH, N.C. (AP) — Analysts hired to look for flaws inside a Duke Energy Corp. nuclear plant might have missed a tiny crack near the reactor core that went undetected for a year because they worked for weeks without a day off and may not have worked independently, a report Thursday by federal regulators said.

The Nuclear Regulatory Commission's inspection report found the operators of the Shearon Harris nuclear plant near Raleigh violated an NRC requirement by failing to find and report the quarter-inch spot of corrosion and cracking near the reactor core. The discovery forced a full shutdown in May after fresh eyes reviewing year-old data found the problem.

The violation had very low safety significance, and four smaller flaws were found and fixed last year, the NRC said. There was never any radiation leakage from the reactor vessel, which contains the heat and pressure produced by the nuclear core's energy, the NRC said. Duke Energy has returned the plant to full power.

Milestone: First full-scale simulation of an operating nuclear reactor

The Consortium for Advanced Simulation of Light Water Reactors (CASL) announced that its scientists have successfully completed the first full-scale simulation of an operating nuclear reactor. CASL is modeling nuclear reactors on supercomputers to help researchers better understand reactor performance with much higher reliability than previously available methods, with the goal of ultimately increasing power output, extending reactor life and reducing waste.

But ultimately it’s coming from 3 melted down atomic reactor cores and severely damaged, if not entirely destroyed, radiological containment structures. That’s where it’s ultimately coming from.

But why it’s getting out now in such a hurry all of a sudden is the big mystery.

How San Onofre's new steam generators sealed nuclear plant's fate

San Onofre's replacement generators were supposed to extend the nuclear plant's life and save money. The opposite ensued.

In March 2004, an attorney for Southern California Edison sat before state utility regulators to propose what seemed like a great deal.

The San Onofre nuclear plant was approaching the end of its life span. But Edison wanted to invest $680 million in new steam generators, attorney Carol Schmid-Frazee told a judge presiding over a hearing at the California Public Utilities Commission's San Francisco headquarters. The new equipment, she said, would give the 2,200-megawatt plant a new lease on life, providing cheap, reliable energy in Southern California for decades to come while also saving ratepayers nearly $2 billion.

Edison's lawyer also issued an ominous warning: If regulators did not approve the upgrade, the plant would close, provoking "very serious problems with the California electric grid."

The commission was persuaded, and Edison began remaking San Onofre.

But less than a year after the new steam generators came online, a tube in one of them sprang a radioactive leak, setting off a chain of events that ultimately led Edison to close the plant permanently. The generators that were supposed to save San Onofre ended up killing it, and today the atomic behemoth sits idle, never again to produce a watt of power.

Instead of a boon to California, the steam generator replacement became a billion-dollar debacle, leaving 1,100 workers facing layoff and the plant's owners, suppliers, regulators and customers wrangling over who is to blame, how to replace the plant's power — and who will pay for the mess.

XavierNast the delta of the Rhine in the Netherlands is irrigated by the waters of cooling of 17 nuclear power plants and 40 reactors more which half is to MOX (plutonium).
Countries: Germany, Belgium (Cattenom, Chooz and Fessenheim) France, Switzerland the Rhine basin is more than 60 million people.
If the power plant Beznau in Switzerland, one of the oldest in the world, 43 years of activity and which was converted to run on MOX, explodes the river pollution will irrigate the entire area.
Combating anti nuclear concerns not only the readers of this page, it should concern all those who risk a heavy contamination radiotoxique and all those who are empathetic.
Nuclear has no borders, that is why the next action will be European and will take place March 9, 2014 along the Rhine (Rhine made more than 1200 km long and crosses 4 densely populated countries.)

At 2:50 a.m. on July 13, strong winds knocked out systems designed to reduce the likelihood of direct lighting strikes on the facility at the plant's number two reactor unit, resulting in an automatic shutdown. While repairs were carried out on the system, the reading for the number of neutrons became exceedingly high, once again leading to an emergency shutdown as part of protection measures.

The activists got into the four-reactor plant at Tricastin near Avignon before dawn, and displayed banners bearing President Francois Hollande’s image and the slogan: "Tricastin nuclear accident. President of catastrophe?"

Radioactivity found in Swiss lake' near nuclear plant

Scientists have discovered a radioactive substance in sediment under a Swiss lake used for drinking water and situated near a nuclear plant, the Le Matin Dimanche weekly reported Sunday.

While scientists cited in the report stressed there was no danger to human health, the discovery raises concerns about safety practices and a lack of transparency at the Muehleberg nuclear plant in northwestern Switzerland.
The plant is believed to have caused a spike in cesium 137 found in the sediment of Lake Biel and dating back to 2000 through the discharge of contaminated waste water into the Aar river that feeds into the lake, about 20 kilometres (12 miles) downstream, the weekly reported.

India starts 1st test run since Fukushima accident

India has started its first test run of a nuclear power plant since the accident in Fukushima 2 years ago.

Nuclear Power Corporation of India said on Sunday that one of the reactors at the Kudankulam plant in Tamil Nadu State the previous day attained its first criticality, or the start of a controlled self-sustaining fission chain reaction.

The 1,000-megawatt plant was built with technological support from Russia.

The corporation says it will continue the test run for a month before connecting the reactor to the power grid.

Japan's Foreign Minister Fumio Kishida will promote the country's nuclear technology to help Japanese companies win contracts in Jordan.

Kishida plans to visit Israel, Palestine and Jordan later this month to discuss Middle East peace and Japan's economic cooperation with the region.
