How San Onofre's new steam generators sealed nuclear plant's fate

San Onofre's replacement generators were supposed to extend the nuclear plant's life and save money. The opposite ensued.

In March 2004, an attorney for Southern California Edison sat before state utility regulators to propose what seemed like a great deal.

The San Onofre nuclear plant was approaching the end of its life span. But Edison wanted to invest $680 million in new steam generators, attorney Carol Schmid-Frazee told a judge presiding over a hearing at the California Public Utilities Commission's San Francisco headquarters. The new equipment, she said, would give the 2,200-megawatt plant a new lease on life, providing cheap, reliable energy in Southern California for decades to come while also saving ratepayers nearly $2 billion.

Edison's lawyer also issued an ominous warning: If regulators did not approve the upgrade, the plant would close, provoking "very serious problems with the California electric grid."

The commission was persuaded, and Edison began remaking San Onofre.

But less than a year after the new steam generators came online, a tube in one of them sprang a radioactive leak, setting off a chain of events that ultimately led Edison to close the plant permanently. The generators that were supposed to save San Onofre ended up killing it, and today the atomic behemoth sits idle, never again to produce a watt of power.

Instead of a boon to California, the steam generator replacement became a billion-dollar debacle, leaving 1,100 workers facing layoff and the plant's owners, suppliers, regulators and customers wrangling over who is to blame, how to replace the plant's power — and who will pay for the mess.

XavierNast the delta of the Rhine in the Netherlands is irrigated by the waters of cooling of 17 nuclear power plants and 40 reactors more which half is to MOX (plutonium).
Countries: Germany, Belgium (Cattenom, Chooz and Fessenheim) France, Switzerland the Rhine basin is more than 60 million people.
If the power plant Beznau in Switzerland, one of the oldest in the world, 43 years of activity and which was converted to run on MOX, explodes the river pollution will irrigate the entire area.
Combating anti nuclear concerns not only the readers of this page, it should concern all those who risk a heavy contamination radiotoxique and all those who are empathetic.

TAIPEI, Taiwan -- Typhoon Soulik's strong winds caused one of the reactors at Taiwan's First Nuclear Power Plant to automatically shut down as part of precautionary measures twice on Saturday.

At 2:50 a.m. on July 13, strong winds knocked out systems designed to reduce the likelihood of direct lighting strikes on the facility at the plant's number two reactor unit, resulting in an automatic shutdown. While repairs were carried out on the system, the reading for the number of neutrons became exceedingly high, once again leading to an emergency shutdown as part of protection measures.

Radioactivity found in Swiss lake' near nuclear plant

Scientists have discovered a radioactive substance in sediment under a Swiss lake used for drinking water and situated near a nuclear plant, the Le Matin Dimanche weekly reported Sunday.

While scientists cited in the report stressed there was no danger to human health, the discovery raises concerns about safety practices and a lack of transparency at the Muehleberg nuclear plant in northwestern Switzerland.
The plant is believed to have caused a spike in cesium 137 found in the sediment of Lake Biel and dating back to 2000 through the discharge of contaminated waste water into the Aar river that feeds into the lake, about 20 kilometres (12 miles) downstream, the weekly reported.

India starts 1st test run since Fukushima accident

India has started its first test run of a nuclear power plant since the accident in Fukushima 2 years ago.

Nuclear Power Corporation of India said on Sunday that one of the reactors at the Kudankulam plant in Tamil Nadu State the previous day attained its first criticality, or the start of a controlled self-sustaining fission chain reaction.

The 1,000-megawatt plant was built with technological support from Russia.

The corporation says it will continue the test run for a month before connecting the reactor to the power grid.

Nuclear regulator begins screening applications

Japan's nuclear regulator has begun screening applications from power companies to restart nuclear reactors.

This is the regulator's first meeting since Japan's new nuclear safety standards went into effect last week.

Officials of the Nuclear Regulation Authority met with representatives of Kyushu Electric Power and Hokkaido Electric Power on Tuesday.

Kyushu Electric explained the safety measures that it has put in place as part of its bid to restart the No. 1 and 2 reactors at its Sendai plant in Kagoshima Prefecture.

Tsuruga reactor operator rejects regulators' call

The operator of a nuclear power plant in central Japan is objecting to a judgment by regulators that one of its reactors sits on an active seismic fault.

Human error causes Taiwan's nuclear plant shutdown

Taiwan's No. 1 nuclear power plant located in the densely populated north of the island was automatically shut down on Saturday due to human error, the operator of the facility said Tuesday.

Chai Fu-feng, a spokesman of Taiwan Power Co. (Taipower), told Kyodo News that the Unit 2 reactor of the Chinshan nuclear power station in New Taipei City was automatically shut down when instruments detected too much water in the reactor pressure vessel.

Power shedding was activated as part of the procedure to protect the reactor when Typhoon Soulik lashed northern Taiwan on Saturday, he said.

Monticello nuclear plant repairs surge $267 million over budget

MONTICELLO, MINN. – A major upgrade to Minnesota’s oldest nuclear power plant is finally finished — and way over budget.

Xcel Energy expects to restart its Monticello Nuclear Power Plant this week after a four-month shutdown that allowed workers to replace aging pumps and other equipment to keep the 43-year-old reactor running another two decades and to boost electric output by 12 percent.

But the cost of the work surged $267 million, or 83 percent, over its 2008 budget of $320 million. The Minneapolis-based electric and gas utility says the final costs will be even higher, but hasn’t publicly disclosed the amount.

Auditors Slam Uranium Project's Ballooning Expense

A Peek Inside A Once Top Secret Spot In Atomic Age History

People tend to remember that the atomic bomb was developed at Los Alamos, N.M., and Oak Ridge, Tenn., but they often forget about a third nuclear production complex — the Hanford Site in Richland, Wash. It's where they built the world's first full-scale nuclear reactor.

The "B Reactor" is a windowless, cinder block hulk out in the middle of nowhere. You might mistake it for an abandoned cement plant. But inside, it's a lovingly preserved time capsule of the Atomic Age. If you're lucky, your guide will be one of the people who worked here when the place was still new.

"Here we were, worried about Germany and Japan, and then we worried about the Cold War situation with Russia," Vinther says. "The idea was, 'Well, we'll just put the waste into tanks, and we'll handle it later, when we have time.' "

Later is now. Hanford no longer makes plutonium. The reactors that followed B have been shuttered and sealed up, and now the sprawling, 586-square-mile Hanford site has become synonymous with a giant remediation effort.

Government contractors are billions of dollars into the process, with no end in sight. In fact, when it comes to cost and sheer technical complexity, the reactor is actually less impressive than the modern-day cleanup — and they offer tours of that, too.

PILGRIM: UNUSUAL EVENT DECLARED DUE TO LOSS OF CONTROL ROOM ANNUNCIATORS

The licensee declared a Notice of Unusual Event resulting from a loss of control room annunciators for greater than 15 minutes. The EAL Condition is SU 4.1. Compensatory measures have been established per Abnormal Operating Procedures. The plant continues to operate at 100 percent power.

The licensee has called for support staff to troubleshoot the issue. No other major components are out of service.

The licensee has notified the NRC Resident Inspector.

Notified DHS SWO, FEMA, DHS NICC and the Nuclear SSA via email.

Annunciator indication has returned for some time and appears to be working. Engineering and electrical instrumentation and control staff are onsite to troubleshoot but have not established any cause. The licensee remains in the Unusual Event until additional confidence can be established in annunciator indication.
