However, in its Indian Point relicensing proposal, owner Entergy finally reevaluates some of the numbers. The effects of a bad accident are minimized, according to an AP analysis of those numbers: no more than 2,130 cancer deaths and only $117 billion in economic damages.

Plant spokesman Jerry Nappi went even further when pressed. Contrary to the calculations of planners, he said he didn't "believe a scenario like this is credible or perhaps even possible" with all the protections built into the plant. As for a 50-mile evacuation encompassing New York, he said a 10-mile radius "is already a very conservative planning zone."

Nuclear planners gave similar confident reassurances about their tsunami planning in Japan. And the BP emergency plans left out Gulf of Mexico oil spill scenarios that occurred, even though they supposedly couldn't happen.

Meanwhile, the NRC's partner, Sandia National Laboratories, has again been studying the impact of accidents. The work is still under way, but researchers have tentatively concluded that reactor defenses will work way better than believed in the 1980s.

NRC officials say the conclusion stems from decades of additional research and sophisticated computer modeling. But they also wrap their equations in a ribbon of rosy assumptions:

•Accidents will develop more slowly than thought.

•Buildings designed to contain radiation leaks will hold.

•Emergency plans will work.

•Responders will do their jobs.

•Ninety percent of those told to stay put will obey.

"The magnitude of possible releases from these accidents is much smaller than originally thought," said NRC spokesman Scott Burnell in a preview of the conclusions expected to take final form by 2012.

Missouri River soaks Nebraska nuclear plant, but it's no Fukushima


The two plants, nestled along the Missouri River in Nebraska, "will be annoyed but not destroyed," adds David Lochbaum, a nuclear engineer and nuclear-safety specialist at the Union of Concerned Scientists in Washington.

At the plant facing the biggest challenge, the Fort Calhoun Nuclear Station, about 30 miles north of Omaha, the Missouri River is predicted to crest Wednesday at 33 feet above flood stage – some six feet below the level critical buildings at the plant were designed to handle. That flood crest would put the flood level roughly half an inch higher than it is currently.

- With the emptying of the berm, the only dry patch remaining is the plant's switch yard, which holds transformers and power lines that ship the plant's electricity to the grid, but which also receive power to operate the plant.

The switch yard is surrounded by a concrete levee. But that barrier has sprung leaks, prompting plant operators to shift to diesel generators for onsite power. Workers are looking at ways to patch the leaks, as well as repair the berm.

Salem Unit 2 nuclear reactor shuts down after cooling pump failure

LOWER ALLOWAYS CREEK TWP. — The Salem Unit 2 nuclear plant remained shut down this afternoon following a problem with a reactor coolant pump, according to a spokesman for the plant’s operator.

Salem 2 automatically wentß offline Sunday at 6:01 p.m. when the coolant pump tripped, said Joe Delmar, spokesman for PSEG Nuclear.

When the pump shut down, the auxiliary pump system automatically started to provide water to cool the reactor.

The cause of the pump failure is still being investigated, according to Delmar. The plant functioned as designed, he said.

The plant remained in “hot shutdown” mode this afternoon.

Seismologist Warns of More Nuclear-Quake Disasters

Ishibashi was one of the first seismologists to warn against a quake-induced nuclear accident when he coined the phrase genpatsu-shinsai (nuclear power plant-earthquake disaster) in 1997. In 2006 he resigned from a government advisory panel on nuclear power that was charged with revising seismic design guidelines. At the time of his resignation, Ishibashi declared that the proposed new guidelines were seriously flawed because they underestimated "design basis earthquake ground motion," a measure of how intensely the earth may shake in an given area.

Military reveals underground missile silos

TEHRAN — Iran on Monday unveiled underground silos that can hold missiles capable of hitting Israel and U.S. bases in the Persian Gulf as it began 10 days of war games, the country’s latest show of military force amid a standoff with the West over its disputed nuclear program.

State TV broadcast footage of the underground silos, claiming that medium- and long-range missiles stored in them are ready to launch in retaliation for an attack on Iran.

The silos are widely viewed as a strategic asset for Iran in the event of a U.S. or Israeli attack on its nuclear facilities.

Fort Calhoun, took two steps backward on Sunday. In the pre-dawn hours, a piece of heavy equipment nicked a temporary rubber berm, 8 feet high and 2,000 feet long, and it deflated. And water there began to approach the switchyard, where grid power enters the complex, so operators started up their diesel generators.

On CNN. Just saw live video footage of the Ft calhoun efforts to keep water out of the exterior electricals. I did not like the looks of that. Sandbagged around the perimeters and a pump shooting water over the walls.

I planned my whole life around it ... am moving to my hidey hole on Sunday ... got my solar, well water, satellite internet and am at 7000 feet
