Edano: TEPCO's corporate culture requires change
Industry Minister Yukio Edano has warned the operator of the damaged Fukushima nuclear plant to quit backdoor lobbying on the subject of restructuring the company.

Edano spoke to reporters on Tuesday. He said the Tokyo Electric Power Company needs to change its corporate culture of trying to manipulate bureaucrats and influence politicians. He said the utility should look for ways to benefit users and consumers.

SoftBank to build 4 solar power plants
Japanese mobile phone carrier SoftBank has announced plans to build 4 solar power plants.

The projects are the company's first renewable energy ventures.

A power station in Kyoto will supply 4.2 megawatt solar power per year to 1,000 households. Another station in Gunma Prefecture, near Tokyo, will generate 2.68 million kilowatts, enough to power 640 households per year.

Iran to allow IAEA access to military site
Iran says it will allow the International Atomic Energy Agency to enter a military site suspected to have been used to conduct experiments for the development of nuclear weapons.

Iran's envoy to the IAEA, Ali Asghar Soltanieh, revealed on Monday that he conveyed the country's decision to grant IAEA inspectors access to its Parchin military complex during talks with the agency last month.

N.Korea may have completed turbine building
A US think tank says North Korea may have completed what appears to be a turbine building of the light water reactor under construction at a nuclear facility in North Korea.

The Institute for Science and International Security has been analyzing satellite photos of the nuclear facility at Nyongbyon, since the North declared in 2010 that it was building a light water reactor plant to generate electricity.

New robot to explore damaged nuclear plants
A Japanese firm has developed a robot that can efficiently explore highly radioactive reactor buildings.

Tokyo-based Topy Industries developed the robot at the request of Tokyo Electric Power Company, the operator of the Fukushima Daiichi nuclear power plant. Topy Industries makes rescue robots for fire disaster sites.

The Blue Ribbon Commission appointed by US energy secretary Steven Chu in January 2010, to provide comprehensive recommendations for a long-term solution to managing and disposing of the nation's spent nuclear fuel and high-level radioactive waste, has released its fnal report.

The commission finds that the Obama administration's decision to dismantle the Yucca Mountain project (a permanent geological waste repository in Nevada) after $15 billion had been spent on it, was 'but the latest indicator of a policy that has been troubled for decades and has now all but completely broken down.'

The strategy outlined by the commission contains three crucial recommendations.

First, employing a consent-based approach to siting future nuclear waste storage and disposal facilities. Hitherto, trying to force such facilities on unwilling states and communities has not worked.

Second, that the responsibility for the nation's nuclear waste management programme be transferred to a new organisation - one that is independent of the Department of Energy and dedicated solely to ensuring the safe storage and ultimate disposal of spent nuclear waste fuel and high-level radioactive waste.

Third, that changing the manner in which fees - about $750 million a year - paid into the Nuclear Waste Fund are treated in the federal budget to ensure they are being set aside and available for use as Congress originally intended.
