Hibakusha oppose restarting Ohi nuclear plant
Survivors of the 1945 atomic bombings of Hiroshima and Nagasaki, commonly known as hibakusha, have adopted a resolution to oppose the restarting of the Ohi nuclear power plant on the Sea of Japan coast.

The Japan Confederation of Atomic and Hydrogen Bomb Sufferers Organizations held a regular meeting on Wednesday in Tokyo with some 150 participants.

The resolution points out that the government is yet to set up new regulatory body on safety and that it has not conducted any damage assessments of the plant in the event of a nuclear accident.

No revolving-door appointments in new nuclear body
Japan's main political parties have agreed that appointees to the country's new nuclear regulatory body should not be allowed to return to work at their former ministry or agency.

The ruling Democratic Party is discussing a nuclear control bill with the opposition Liberal Democratic and New Komeito parties.

The parties have already agreed to set up a nuclear regulatory committee that's largely independent of the government, and a nuclear regulatory agency that acts on the committee's orders.

TEPCO resumes cooling of Fukushima fuel pool
The operator of the damaged Fukushima Daiichi nuclear plant has resumed cooling of a fuel storage pool at the facility. The work had been suspended due to failure of a water cooling pump.

The pump at the Number 4 reactor building pool stopped working on Monday night after becoming burnt. The pool holds 1,535 spent and unused fuel rods, the most at the plant.

Tokyo Electric Power Company, or TEPCO, used a backup pump, but on Tuesday, it also broke. The firm fixed the pump on Wednesday, and restarted it at around 6 PM.

TEPCO says the pool's temperature at 11 AM on Wednesday was 40 degrees Celsius, up six degrees from a day before. As of 5 PM, the temperature had risen to 42 degrees.

Nuclear agency to allow Mihama No. 2 reactor to operate beyond 40 yrs.
The government's nuclear safety agency plans to conclude that the Mihama nuclear power plant's No. 2 reactor in Fukui Prefecture is safe enough to operate beyond 40 years, the period of operation that requires safety assessments out of concerns of aging, sources close to the matter said Wednesday.

Ex-NISA head opposed improving nuclear-disaster countermeasures to int'l levels

[link to mainichi.jp]

[snip]

A former director-general of the government's Nuclear and Industrial Safety Agency (NISA) opposed improving Japan's nuclear disaster countermeasures to meet international levels, and ignored subordinates' warnings in 2006 that disaster-related measures were flawed, internal agency documents obtained by the Mainichi have shown.

If the improvements opposed by then Director-General Kenkichi Hirose had been implemented, local residents near the crippled Fukushima No. 1 Nuclear Power Plant could have been evacuated more quickly, minimizing their exposure to radiation. The Diet's nuclear accident investigation committee has been checking how and why opinions within the agency failed to be adopted.

OPINION: Japan must seize chance to reflect on energy, reform power system

By Tetsuji Ida

Japan's last operating nuclear reactor went offline on May 5 for routine maintenance, leaving the nation without any operating nuclear plants. The shutdown happened to coincide with Children's Day, on which the nation contemplates the happiness and well-being of its children -- the pillars of future generations.

I truly hope that we can make this day as an opportunity to seriously think about the energy issue for the future and the starting point to work toward realizing a new, sustainable energy supply-demand system for the next generation that steers clear of nuclear power as well as global warming resulting from the massive consumption of fossil fuels.

Currently, Japan's power supply system relies on huge nuclear and thermal power plants built in less populated regions, the electricity output of which is delivered to energy-gulping urban areas far away using massive transmission grids.

But the nuclear disaster at Tokyo Electric Power Co.'s Fukushima Daiichi complex, which triggered the current suspension of all operating nuclear plants, revealed exactly the fragility of such a large-scale concentration, or top-down system.

Under this system, when a power station goes out of service such as in an accident, electricity supplies are interrupted in a widespread area. Such a risk is even higher when a large number of power plants are concentrated in the same area, like in the case of Fukushima.

Dock Torn From Japan Tsunami Washes Ashore
NEWPORT, Ore. -- A large derelict dock that washed ashore this week on Agate Beach near Newport had a plaque with Japanese writing is on it, and on Wednesday, officials confirmed it was torn away from Japan by the March 2011 tsunami and floated across the Pacific Ocean to Oregon.

The large, heavy dock is a concrete and metal pontoon that measures 66 feet long, 7 feet high and 19 feet wide. State officials said it "is clearly designed to float."

A metal placard bearing Japanese writing was found attached to the dock that washed ashore early Tuesday morning, a mile north of Newport. The placard was forwarded to the Japanese consulate in Portland for confirmation

Iran has denied an allegation that it is cleaning up a military site to destroy evidence of its nuclear development.

Board members of the International Atomic Energy Agency held a second day of talks on Iran's nuclear program in Vienna on Wednesday.

In the meeting, the UN nuclear agency said satellite images indicate that Iran is removing soil at the military facility.

Gov't energy panel notes usefulness of nuclear power in report
The government's Energy and Environment Council, which is devising the country's post-Fukushima crisis energy policy, has compiled a draft interim report that notes the usefulness of nuclear power from the viewpoint of national security and cost, government sources said Thursday.

The draft report notes that while the country should seek to reduce its reliance on nuclear power, "a path toward nuclear power reductions should be realized in a way that would make the country's energy security compatible with diversity" of energy sources.

"Adults at higher risk for developing cancer later in life after childhood exposures

Children that received radiation treatments for childhood cancers have a higher risk of developing breast cancer later in life, even if the radiation dose was low, according to scientists at the annual meeting of the American Society of Clinical Oncologists, or ASCO in Chicago Illinois.

The new study shows kids who undergo chest radiation for cancer face a much greater risk for breast cancer when they become adults.

Chest radiation is used to treat Hodgkins Lymphoma.

One study found that 30-percent of girls who were treated for this developed breast cancer by the age of 50. That’s compared to 4-percent in the general population."

Noda reiterates need to restart Oi nuclear reactors
Prime Minister Yoshihiko Noda on Friday reiterated the need to reactivate two idled reactors at the Oi nuclear power plant to prevent a power crunch this summer, in a stepped-up effort to secure public support and consent from Fukui Prefecture which hosts the plant.

"If nuclear power generation, which used to supply about 30 percent of (the nation's) electricity, remains halted, Japanese society will face a deadlock," Noda said at a press conference.
