SPEEDI report deepens suspicions

SPEEDI, a computer simulation system used to determine or predict dispersions of radioactive substances, is supposed to be utilized during a nuclear disaster to help people evacuate to safe areas.

But in the early stage of the crisis at Tokyo Electric Power Co.'s Fukushima No. 1 nuclear power plant, the government did not make public the predictions made by SPEEDI. In the absence of relevant information, some people fled to places where radiation levels were actually higher.

On July 27, the education and science ministry, which is in charge of SPEEDI, issued a report based on a probe of its handling of SPEEDI data. The report attempted to justify the ministry's decision to withhold SPEEDI-based predictions of the dispersion of radioactive fallout from Fukushima No. 1.
If someone feels that a cover-up is going on in the ministry, he or she cannot be blamed.

SPEEDI — short for System for Prediction of Environmental Emergency Dose Information — is the same system that the Nuclear Safety Commission uses to make risk calculations.

If hypothetical amounts of radioactive substances released from the reactors had been fed into SPEEDI in the absence of real data, SPEEDI could have predicted the directions in which radioactive materials would disperse.

EC approves EDF’s nuclear project in UK
European Commission (EC) has cleared and approved a proposal by EDF Energy to construct and operate a new nuclear power plant at Hinkley Point in Somerset, England.

Under Article 41 of the European Atomic Energy Community (Euratom) Treaty, the Commission concluded that the proposed Hinkley Point C nuclear power station meets the objectives of the Treaty and can contribute towards developing a sustainable national energy mix.

EDF Energy Nuclear New Build managing director Humphrey Cadoux-Hudson said the EC has given its approval to the Hinkley Point C project.

Hitachi, GE in talks to combine nuclear power JVs - Nikkei
Hitachi Ltd and General Electric Co are considering combining their two nuclear power joint ventures under a single entity which may end up under Hitachi's control, the Nikkei business daily said.

The move comes after a dip in demand for new nuclear plants in the context of a sharp rise in shale gas production in North America and the meltdown of Japan's Fukushima reactor last year, the paper said.

GE is one of the world's top power generation engineering companies and, together with Japan's largest industrial electronics maker Hitachi, is active in designing and building nuclear reactors.

A permanent solution for spent nuclear fuel is needed now

The U.S. Nuclear Regulatory Commission has stopped issuing permits and license extensions for nuclear power plants while it reviews its policies for storing nuclear waste. The move comes after a federal court said the agency hasn’t done enough to explain the environmental consequences if the procedures in place fail.

The Seabrook Station in New Hampshire is one of the 14 reactors awaiting license renewal.

The move, however, doesn’t affect Vermont Yankee — the Vernon, Vt. nuclear reactor owned by Mississippi-based Entergy Corp. — which was granted a 30-year license extension by the federal regulatory agency last year. But what becomes of spent fuel is a topic that pertains to all nuclear facilities worldwide, including those long-since closed, as was highlighted in 2011 with the earthquake-triggered meltdown of a Japanese facility.

The high-level radioactive waste, which at the Vermont plant is stored in stacked casks on the western shore of the Connecticut River, has to be kept contained from the environment for tens of thousands of years. Yet, there’s no permanent storage plan in place.

Hi all! Back from the beach so here is my report, at least for Gold Beach and Brookings. We were about 50 miles south of Bandon (that is where Idgits went and saw the dead birds). We only saw 1 dead bird, but did notice there were not many flying about down by the ocean. The beaches were clean and very few people on them, but that is normal at the Oregon Coast. A lot of closed up businesses but that is more due to economic times than anything else. The harbor at Brookings looks good and they spent 5.1 million on repairs and dredging out the silt that was deposited during the tsunami. Part of the money was from FEMA and part came from the state. The locals generally don't worry too much about the Tsunami Debris being contaminated but they are worried about where the money will come from for clean up. Geiger readings pretty steady in the low to mid teens, .12 - .17 uSv/hr.

That sounds like the background only... no extra radiation from the debris...

Panel to analyze public opinion on energy policy
The Japanese government is planning to ask experts to analyze a large volume of public opinion it has received on the nation's future dependence on nuclear power.

The government has held public hearings and solicited opinions nationwide, as it reviews its energy policy in the wake of last year's nuclear disaster. It has received more than 80,000 responses since early July.

Members of the public were presented with 3 options for the country's dependence on nuclear power --zero percent, around 15 percent, or between 20 and 25 percent -- as of 2030.

Retreat was never an option: ex-Fukushima plant chief
TOKYO — The chief of the Fukushima Daiichi nuclear power plant at the time of the quake-tsunami disaster has said he never considered withdrawing from the escalating crisis despite fearing for his life, according to reports.

“I thought my fellow workers and I could die when huge amounts of debris flew off” the plant after an explosion, Masao Yoshida said in rare public comments in a video message released over the weekend, according to local media.

The 57-year-old, whose message was played to an event in Fukushima Prefecture that discussed recovery from the disaster, described the scene as “hell.”

But he added: “I did not suggest to headquarters that (we should) retreat and never thought about it.”

Signatures to seek referendum on Hamaoka plant surpass required number
Signatures collected from eligible voters in Shizuoka Prefecture have far surpassed the required number to seek an ordinance to hold a referendum on whether to restart a nuclear power plant there, the local authority said Monday.

The group collected 178,240 signatures during two months since May, of which 165,127 are valid, surpassing the required around 62,000, or one-fiftieth of the overall eligible voters in the central Japan prefecture, according to the local election board.

Anger as French nuclear sub seen in Clyde
A French nuclear submarine has made an unannounced visit to the Clyde, raising fears about the safety of nuclear weapons.

The submarine, flying the French flag, was towed by tugs into the Faslane naval base on Gareloch on August 2. It was spotted and photographed from the shore by anti-nuclear campaigners at the Faslane Peace Camp.

The campaigners identified the boat as one of the four French Triomphant-class that usually carry nuclear weapons. They say this is the first time a nuclear-armed French submarine has been seen visiting the Clyde.

Cooling water leak found at Palisades nuclear plant
Covert Township, Mich.— The Palisades nuclear plant in southwestern Michigan has been removed from service to repair what officials said is a "very small, very minor" cooling water leak.
No radioactive materials were released, spokesman Mark Savage said Sunday.
