White Paper - Global Nuclear Power Development: Major Expansion Continues
[link to www.nei.org]

This NEI white paper describes the resurgence of nuclear power underway around the world. It includes case studies to show how different countries have balanced their resources and needs and determined that nuclear generation should be a part of their energy portfolios. Even in the post-Fukushima environment, this robust growth is expected to continue.

Nuclear hearings stress good, bad and ugly

“Darlington’s once-through cooling system was outdated even before it went into operation,” reads the group’s submission. “To renew this system’s lease on life for another 30 years is a mistake.”

Further submissions were of the opinion the Darlington emergency plans aren’t properly designed in the wake of the Fukushima nuclear tragedy.

“An accidental release of radiation is a realistic possibility during the continued operation of the Darlington NGS,” cautions Greenpeace Nuclear Analyst Shawn-Patrick Stensil

“Current nuclear emergency plans for Darlington are fundamentally flawed by the assumption that accidents involving uncontrolled releases of radiation are so unlikely that they need not be considered as credibly and are therefore excluded from the Darlington’s nuclear emergency plans,” warns Durham Nuclear Awareness Spokesperson Jeff Brackett.

Japan, Belarus to sign pact on nuclear disaster

Japan and Belarus will conclude a pact that helps the 2 countries tackle problems caused by nuclear accidents. Both are still suffering from the aftereffects of nuclear disasters.

The pact will be signed this week. The Japanese government initiated the move after last year's accident at the Fukushima Daiichi nuclear plant.

Belarus was severely contaminated by fallout from the 1986 Chernobyl accident in Ukraine in the former Soviet Union. The country is located to the north of Ukraine.

It's expected the agreement will call for exchanges between experts from the 2 countries who would conduct surveys of the accident sites.

It would also enable both nations to share information on the impact of radiation exposure to health, and soil contamination issues.

Taipower must draft plan for decommission of nuclear reactor by 2015

The state-run Taiwan Power Co. (Taipower) should draft a plan by 2015 for the decommission of the first reactor at the Chinshan Nuclear Power Plant, which is the oldest nuclear power plant in the country, a senior official at the Cabinet-level Atomic Energy Council said Monday.

Turkey to Decide Which Country Builds Second Nuclear Power Plant

By the end of this year, Turkey will determine the country that will build the second nuclear power plant in Sinop, Turkish Minister of Energy and Natural Resources Taner Yildiz said, the Hurriyet newspaper reported.

According to the minister, at the moment the competition is between the two countries - Canada and China. At the same time, China has a better chance, the minister said.

"The financing conditions offered by China are more advantageous for Turkey. However, the final decision on this matter will be taken by the end of this year," Yildiz said.

TEPCO unable to locate source of leak in Fukushima reactor

The operator of the Fukushima No. 1 nuclear power plant is grappling to locate the source of a leak of highly radioactive water in the crippled No. 2 reactor, and will continue trying to pinpoint the cause next week.

A remote-controlled robot is now scouring the basement of the reactor building that houses the pressure suppression chamber to pinpoint the cause of the leak.

Tokyo Electric Power Co. said it was unable to identify the source of the leak when the robot inspected one of the eight vent pipes that connect the chamber with the containment vessel on Dec. 11.

IAEA meeting to stress nuclear safety, support to pro-nuclear states

An upcoming ministerial conference to be hosted by Japan and the International Atomic Energy Agency will highlight the need to strengthen nuclear safety worldwide and to assist pro-nuclear states in developing human resources and other areas, a draft outcome document showed Wednesday.

The draft also said Japan, as a country that experienced the devastating nuclear crisis at the Fukushima Daiichi plant, will be encouraged to continue to share information with other countries on the progress of decommissioning the crippled reactors and cleaning the radiation-contaminated land there.

He added: "Secretary Chu has made clear that the security of our nation's nuclear material is the Department's most important responsibility, and he has no tolerance for federal or contractor personnel who cannot or will not do their jobs. The recent incident at Y-12 was a completely unacceptable breach of security, and an important wake up call for our entire complex. The severity of the failure of leadership at Y-12 has seen swift, strong and decisive action by the Department."

Mistakes found in all radiation projections
[link to www.japantimes.co.jp]

[snip]

The Nuclear Regulation Authority said Thursday a thorough review of its mistake-plagued projections for the spread of radiation turned up errors in the data for every atomic power plant in Japan.

The three projections had to be revised either because the plant operators supplied erroneous weather information or because the data were incorrectly processed by the Japan Nuclear Energy Safety Organization, which was tasked with creating the projections.

Bent rod found at TEPCO's Niigata reactor
[link to ajw.asahi.com]

[snip]

Tokyo Electric Power Co. said Dec. 12 a bent water rod caused two fuel rods to come into contact inside a fuel rod assembly stored in a spent fuel storage pool for the No. 5 reactor of the Kashiwazaki-Kariwa nuclear power plant in Niigata Prefecture.

The situation had the potential to cause a serious fuel failure accident.

At the Kashiwazaki-Kariwa plant, a number of unspent fuel rod assemblies had been exposed to excessive loads due to sloppy work procedures when they were encased in metal covers.
