On 9/16/2012, Fukushima Diary reported that 33 of 50 nuclear plants have the spent fuel pools full in 6 years. 14 of 50 nuclear plants have the pools full in 12 years. [Link] Only 3 of 50 nuclear plants have capacity in the pools to run for longer than 12 years. Building a new spent fuel pool takes over 10 years. If they have the pool full, the nuclear plant can never run. Also, Japan is in the serious shortage of nuclear workers. In 2012, Tepco needed 12,000 workers for decommissioning Fukushima. However, actual workers were less than 4,000. [Link] According to Japanese government, decommissioning takes up to 40 years. Even in the first year, they collected only 1/3 workers of planned. These workers were collected from all around in Japan. Once they restart other nuclear plants, most of the workers will move there for less exposure dose.
Having these problems, restarting nuclear plants means stocking spent fuel in dry cask out of interim storage, and having nuclear workers supplied in a compulsory way, such as conscription.

3. Rearmament is not a game

Some people again, say most of the countries have military and some of them conscript young men. It’s not something to surprise. However, this is not correct.
They “amend” the constitution to build military because they have to do that. They don’t take pains for fashion to look like other countries.
It is presumed that Japan is going to have numbers of lawsuits for health problems. Also, rapid aging and evacuation are killing its tax income and economic growth. To cloud the issues, it is very effective to draw people’s attention to external and imaginary threats. Also, rearmament would require conscription , which is useful to keep the stable supply of nuclear workers. In other country, you are not always taken to the battle field even if you are conscripted. However,Japanese conscription promises you to be exposed to radiation.

Foreign firms largely excluded in Fukushima clean-up

TOKYO —
Nearly two years after a massive earthquake and tsunami caused meltdowns at the Fukushima nuclear plant, Japan is failing to keep a pledge to tap global expertise to decommission its crippled reactors, executives at nuclear contractors from the United States and Europe say.

The result, they warn, is that a process expected to take more than 30 years and cost at least $15 billion could take longer and cost more as contracts are channelled through domestic heavyweights such as nuclear reactor makers Toshiba Corp and Hitachi Ltd, and general contractors such as Taisei Corp.

A review of bidding records by Reuters shows companies from outside Japan have failed to win any of the 21 contracts awarded this year to develop technologies crucial for the unprecedented job of scrapping the four damaged reactors at Fukushima.

“There appears to be a desire to treat this as a science project and reinvent the wheel,” Jeffrey Merrifield, senior vice president of U.S. nuclear engineering firm Shaw Group Inc’s power division said.

TEPCO shares soar 33% after LDP's win

TOKYO (AFP) —
Tokyo Electric Power (TEPCO) shares soared almost 33% Monday, leading an energy firm rally after a pro-nuclear election win in Japan likely means any short-term plan to ditch atomic power will be shelved.

TEPCO rocketed 32.89 percent to 202 yen by the close, Chubu Electric Power jumped 9.59% to 1,188 yen and Kansai Electric was up 17.64% at 920 yen.

The huge surge on the Tokyo Stock Exchange came after voters on Sunday dumped Prime Minister Yoshihiko Noda and his Democratic Party of Japan (DPJ), giving the pro-business Liberal Democratic Party a landslide victory.

IAEA, Fukushima agree to cooperate on decontamination, waste control

The International Atomic Energy Agency agreed with the Fukushima prefectural government on Saturday to work closely on decontamination and radiation monitoring work in the aftermath of the nuclear power plant crisis last year.

Several projects are planned under their agreement, including the dispatch of IAEA missions to provide technical advice on the process of cleaning contaminated land around the crippled Fukushima Daiichi complex and of managing the waste generated by decontamination, Japanese government officials said.

PPL unsure why nuclear reactor near Berwick shutdown

BERWICK, Pa. (AP) — An energy company says it's trying to figure out why a central Pennsylvania nuclear power plant reactor shut down unexpectedly.

PPL Corp. says Unit 2 at the Susquehanna nuclear facility near Berwick shut down early Sunday morning. The company says the reactor is safe and stable.

Fluor Corp. replaces co-founder as head of Oregon reactor company

CORVALLIS, Oregon — After investing more than $30 million to rescue NuScale Power from financial meltdown, Fluor Corp. has replaced the Corvallis company's co-founder with one of its own people.

John L. Hopkins was named Thursday to take over as chief executive officer from Paul Lorenzini, who helped launch NuScale in 2007 to commercialize a next-generation nuclear reactor technology developed at Oregon State University.

SUSQUEHANNA Reportable Event: REACTOR SCRAM FROM 98% POWER DURING TURBINE CONTROL VALVE TESTING

At approximately 01:56 hours on December 16, 2012, Susquehanna Steam Electric Station Unit 2 reactor automatically scrammed while performing testing of the number 2 control valve per the station surveillance testing program. The number 2 control valve closure initiated a 1/2 scram in the reactor protection system as designed; specifically the 'B1' channel. Evaluation of plant data indicates that an 'A' scram channel signal was activated during the time period the number 2 control valve scram signal was active, thereby causing a full reactor scram. The cause of the 'A' scram channel signal is not understood at this time and is under investigation.

"A second reactor scram signal was received at approximately 02:10 hours due to reactor water level lowering to 13 inches. Reactor water level was restored above the trip setpoint. All control rods inserted and both reactor recirculation pumps tripped at -38 inches. Reactor water level lowered to -48.5 inches causing Level 3 (+13 inches) and level 2 (-38 inches) isolations.

Britain's Hinkley Point B-7 nuclear reactor off line

EDF Energy - UK - , Hinkley Point B-7 nuclear reactor disconnected from the grid on Sunday. 

Hinkley Point B-7 reactor is a 480 megawatt unit. The station is locaed near Bridgwater, Somerset, on the south west coast of England. Hinkley is an Advanced Gas-Cooled Reactor (AGR).

The Advanced Gas-Cooled Reactor (AGR): This is the type of reactor operated by British Energy and is unique to the UK. As the name suggests, it is an advance on the earlier UK Magnox design. The uranium dioxide fuel is enriched to about 3% U-235 (natural uranium is only 0.7% U-235) and clad in stainless steel cans with a graphite moderator and carbon dioxide coolant. The reactor and steam generators are housed within a steel reinforced concrete pressure vessel, the walls of which are several metres thick. An AGR’s thermal efficiency is about 42%, generating a typical electrical output of upto 660MW.

Thanks for thinking of me when you read this. Yes, Oregon State has a Nuclear Reactor on site and a Nuclear program. I do not believe the replacement had nothing to do with:

"NuScale's failure last month to secure a coveted Department of Energy grant to help commercialize small modular reactors, or SMRs".

It's alwaysabout the money. Their is no country/state/corporation that does not consider money first and all other thing after.
