Despite the economic problems that might arise from keeping some merchant plants running, there are also significant costs that come with closing a nuclear plant. "It's not like you can just put a padlock on the fence and walk away," Patterson said. "These are complicated sites containing radioactive material that have to be monitored."

But there is a way to spread out the costs of decommissioning a plant over a longer period of time, which could make retirement more financially palatable. The NRC requires that once a plant ceases operating, it must be decommissioned within 60 years using one of three methods.

One of these methods, known as SAFSTOR, involves maintaining the facility for years while allowing radioactive material to decay, and only then dismantling the site. It is in contrast to DECON, a method in which the plant is essentially immediately dismantled. Some utilities, such as Entergy, have said they would prefer SAFSTOR when decommissioning certain plants.

The third method, known as ENTOMB, involves encasing radioactive contaminants in structures such as concrete, but this method has never been requested by any NRC-licensed facility.

Radioactive materials in fish studied

A group of Japanese researchers are studying fish organs to estimate how long radioactive materials will remain in fish caught in waters off the Fukushima Daiichi nuclear plant.

The researchers belong to the National Research Institute of Fisheries Science in Yokohama, near Tokyo.

They collected organs called ear stones from 30 rock trout and black porgy caught off Fukushima and Miyagi prefectures since last August.

Fish ear stones grow in layers. The researchers say it is possible to pinpoint the approximate time when fish absorbed radioactive materials if the layer containing the elements is identified.

They say they want to determine if the substances are residue from the nuclear accident in March 2011.

Iran builds huge natural gas storage facility

Iran has completed what it says is the largest natural gas storage facility in the Middle East.

A ceremony was held on Saturday at the newly-built storage facility in the suburbs of the central Iranian city of Qom.

The facility is expected to store up to 1.5 billion cubic meters of natural gas produced in fields in the Gulf.

President Mahmoud Ahmadinejad said at the ceremony that Iran has processed major energy sources for the world and has the infrastructure to store them.

Tokyo 2020 candidature file presented to IOC

Tokyo's 2020 Olympic and Paralympic games bid committee has submitted its candidature file to the International Olympic Committee.

Five people promoting Tokyo's bid, including the committee's managing director Masato Mizuno and women's soccer player Homare Sawa, presented the document to the IOC headquarters in Lausanne, Switzerland on Monday, the submission deadline.

Nuclear disaster leaves historic statues abandoned

Experts say a historical site in northeastern Japan that was abandoned after the Fukushima Daiichi nuclear accident is being damaged.

Last month, the experts inspected a group of large Buddhist statues carved in rocky cliffs in Minamisoma City in Fukushima Prefecture. The city was declared off-limits for more than a year after the 2011 disaster because of high radiation levels.

The statues include a nine-meter-tall multi-armed deity believed to be from the Heian Period, between the 8th and 12th centuries.

54% of cities hosting nuclear plants OK restart: survey

TOKYO — The majority of Japanese towns and cities hosting nuclear plants said they would agree to the reactors being restarted if the government guaranteed the safety of the facilities, a survey said Sunday.

All but two of Japan’s 50 reactors remain closed for safety checks following the Fukushima nuclear disaster triggered by the March 2011 quake-tsunami and must get the blessing of a new regulator before being restarted.

Despite the Fukushima crisis, 54% of the 135 mayors of communities located near nuclear plants said they would accept the restart of the reactors, according to the survey by the Yomiuri Shimbun newspaper.

ANALYIS: Fifty-six US nuclear units to shut for refueling in 2013

Eight fewer US nuclear reactors accounting for about 7,740 MW of capacity, will be taken out of service for refueling and maintenance in 2013 than in 2012, according to Platts data.

The 56 units expected to refuel this year is the lowest since 2010, when 49 units refueled. Since 1995, the number of units refueling in a single year has fallen below 60 only three other times: in 2007, when 54 units refueled, 2004, with 55 units and 2001, with 57 units, Plats data shows. The US has 104 operating reactors.

Last year, 64 units representing 66,725 MW were out for refueling, versus 58,985 MW this year.

Experts okay restart of worrisome Belgian nuclear plants

Scientific experts have greenlighted the restart of two Belgian nuclear power plants despite signs of micro-cracks in reactor vessels, the daily Le Soir said Saturday.
No independent confirmation was immediately available from Belgium's nuclear safety authority, AFCN.
Le Soir, which did not identify its sources, said "experts on material resistance who were asked for their opinion on the fate of the Tihange 2 and Doel 3 vessels have handed in a positive report."

Two Reactor Trips, South Texas Project (STP) and Grand Gulf

STP - On January 4, 2013, at 0941 hours [CST], Unit 2 was manually tripped after 2 shutdown rods unexpectedly dropped during monthly control rod surveillance testing. Shutdown Bank C rods were being inserted in accordance with the surveillance procedure, when 2 rods in Shutdown Bank E (D-8 and M-8) unexpectedly dropped. This met the criteria for a manual reactor trip, which was immediately performed.

Grand Gulf - Actuation of RPS with reactor critical. Reactor Scram occurred at 2337 CST 01/04/13 from 94% CTP (Core Thermal Power). The cause of the scram appears to be a Generator/Turbine trip.

State regulators to get update on Crystal River nuclear plant

TALLAHASSEE - State regulators will soon get an update on the future of Crystal River's broken nuclear plant.

A Public Service Commission hearing is scheduled for Monday.

Progress Energy Florida has yet to decide whether to repair the plant or shut it down permanently.

According to Bay News 9's partner paper, the Tampa Bay Times, the utility agreed last year to refund customers $100 million if the company decided to repair the plant but did not begin work by Dec. 31, 2012.

The utility is already refunding customers $288 million for replacement power while the plant sits offline.

The nuclear plant went offline in 2009 for maintenance and an upgrade, but during the project, the plant's concrete containment building cracked.  Attempts to repair it led to more cracks.

Progress Energy Florida has estimated the cost of repairing the plant at $2.5 billion.
