But there is a way to spread out the costs of decommissioning a plant over a longer period of time, which could make retirement more financially palatable. The NRC requires that once a plant ceases operating, it must be decommissioned within 60 years using one of three methods. One of these methods, known as SAFSTOR, involves maintaining the facility for years while allowing radioactive material to decay, and only then dismantling the site. It is in contrast to DECON, a method in which the plant is essentially immediately dismantled. Some utilities, such as Entergy, have said they would prefer SAFSTOR when decommissioning certain plants. The third method, known as ENTOMB, involves encasing radioactive contaminants in structures such as concrete, but this method has never been requested by any NRC-licensed facility. |

The researchers belong to the National Research Institute of Fisheries Science in Yokohama, near Tokyo. They collected organs called ear stones from 30 rock trout and black porgy caught off Fukushima and Miyagi prefectures since last August. Fish ear stones grow in layers. The researchers say it is possible to pinpoint the approximate time when fish absorbed radioactive materials if the layer containing the elements is identified. Shutdown Bank C rods were being inserted in accordance with the surveillance procedure, when 2 rods in Shutdown Bank E (D-8 and M-8) unexpectedly dropped. This met the criteria for a manual reactor trip, which was immediately performed. Grand Gulf - Actuation of RPS with reactor critical. Reactor Scram occurred at 2337 CST 01/04/13 from 94% CTP (Core Thermal Power). The cause of the scram appears to be a Generator/Turbine trip. [link to www.nucpros.com] . |

A Public Service Commission hearing is scheduled for Monday. Progress Energy Florida has yet to decide whether to repair the plant or shut it down permanently. According to Bay News 9's partner paper, the Tampa Bay Times, the utility agreed last year to refund customers $100 million if the company decided to repair the plant but did not begin work by Dec. 31, 2012. The utility is already refunding customers $288 million for replacement power while the plant sits offline. The nuclear plant went offline in 2009 for maintenance and an upgrade, but during the project, the plant's concrete containment building cracked. Attempts to repair it led to more cracks.
