The radioactive-shit is hitting the fan in Washington state..

Apparent Hanford Leak Raises New Questions About Buried Tanks
[link to www.opb.org]

[snip]

"This one was stabilized in 1995 when all the liquids were pumped out under an agreement with the state," Phillips says. "So this is really the first single shell tank leak since all of the single shell tanks were stabilized: 200 gallons a year times 149 question marks is really the question."

That’s how many single shell waste tanks are buried at Hanford. Those tanks were pumped after it was discovered that more than a million gallons of waste had leaked. But radioactive sludge remains behind.

North Dakota takes slow, historic step toward radioactive waste
[link to bismarcktribune.com]

[snip]

The need is driven by the oil and gas industry, which generates tons of potentially radioactive waste every day without state rules that track how much and where it goes, or any site in North Dakota where it can legally be landfilled.

Radioactivity is produced when saltwater from oil wells, hydraulic fracture treatment fluids and other liquids concentrate on filter socks, pipes and tank bottoms.

Consultant Howard Trussell, of Wenck Associates, estimated 75 tons of potentially radioactive filter socks are generated every day by the 500 wells where waste fluids are injected in the oil patch.

Trussell said it costs operators $20,000 a year at every site to put the socks in containers and transport them out of state. He said some waste is being put in landfills without testing and there is potential for illegal dumping when tank bottoms are drained out onto the land.

Helms said as oil wells age, they require flushing with hundreds of gallons of maintenance water to dissolve salts in the well equipment — another reason to pursue a solution now.

There are 5,000 Bakken wells now, out of a projected 50,000 or so when development is complete.

“The maintenance water will become a larger volume over time,” Helms said.

Entergy argues Yankee mishaps don’t count
[link to www.rutlandherald.com]

[snip]

A top executive with Entergy Nuclear tried to convince a skeptical Public Service Board on Friday that problems at the Vermont Yankee plant during the 10 years of Entergy ownership were not relevant to whether the state should allow the plant to run for another 20 years.

Twomey and his attorney Robert Juman, of the New York law firm of Quinn Emanuel Urquhart & Sullivan, tried to deflect a long list of problems at the Vernon reactor in the 10 years Entergy has owned the plant. Juman raised objection after objection, claiming information about the 2007 and 2008 partial collapse of Yankee’s cooling towers was not relevant, and that neither were other issues at the plant, including the company’s response to the tritium leak there in 2010.

The Department of Public Service is arguing that Entergy has been a poor partner for Vermont in the past 10 years and is not a trustworthy business, citing the numerous problems at the plant and “misleading” testimony from plant executives about the existence of underground pipes carrying radionuclides.

The misinformation, given under oath to the Public Service Board, led to the disciplining of 11 Entergy Nuclear employees at Vermont Yankee.

Twomey also got into a verbal dance with PSB member John Burke, who questioned Twomey about Entergy’s intentions in signing an agreement with the state in 2002 when it purchased the reactor promising not to challenge state authority over the plant and not to operate it beyond March 21, 2012, if it didn’t have a new state permit in hand.

Nuclear agency back on federal ‘high-risk’ list

The report highlighted the agency’s Los Alamos difficulties: NNSA’s project to design and construct a new plutonium facility at Los Alamos National Laboratory had experienced a nearly six fold increase to between $3.7 billion and $5.8 billion before being deferred for at least 5 years.

Meg Kinnard with the Associated Press in South Carolina highlighted another trouble spot found by the GAO: The price tag for a South Carolina project intended to turn weapons grade plutonium into fuel for nuclear reactors has gone up by $2 billion, according to a report released Thursday.

The assertion by the General Accountability Office means that the overall cost for the National Nuclear Security Administration project is now estimated at just under $7 billion, with still several more years to go before the facility is expected to open.

Nuclear scientists discuss new safety rules

Japanese nuclear scientists have held a symposium to discuss improved nuclear safety standards that Japan's Nuclear Regulation Authority will set by July.

This is in response to the nuclear disaster at the Fukushima Daiichi nuclear power plant in March 2011.

The NRA members created an outline of the safety standards last month and now are in the process of hearing from the people. The symposium was hosted on Sunday in Tokyo by the Atomic Energy Society of Japan.

NRA committee member Toyoshi Fuketa explained the outline that will oblige every power company to set appropriate measures and standards for dealing with a severe accident. In the past, each utility set its own benchmarks.

Report: Fault at nuclear plant may be active

A panel of the Nuclear Regulation Authority says 2 faults under the Higashidori nuclear power plant in Aomori Prefecture, northeastern Japan, may be active.

The finding could keep the plant in northern Japan offline if the operator, Tohoku Electric Power Company, is required to review its anti-quake measures.

The panel debated a draft report on Monday that evaluated the results of a survey of the plant.

The report says an analysis of volcanic ash around the 2 faults under the plant suggests that they have become active on several occasions in the past.

It says they are likely to be defined as active faults that require quake resistance measures.

Panel to look into TEPCO's alleged falsifications

The operator of the stricken Fukushima Daiichi nuclear plant has launched a third-party committee to look into alleged false explanations by the company of conditions inside one of the reactors.

The move follows accusations by a former Diet panel member that the company's explanation was aimed at blocking an on-site probe at the plant.

Tokyo Electric Power Company, or TEPCO, set up the committee on Monday. It is led by a former judge, Yasuhisa Tanaka.

KEPCO to examine faults beneath Ohi nuclear plant

The operator of Japan's only nuclear power plant that is currently online says it will conduct an inspection to detect any active faults beneath the facility.

Experts from the Nuclear Regulation Authority, or NRA, have twice examined trenches at the Ohi nuclear plant in Fukui Prefecture on the Sea of Japan since November.

But they remain divided over whether fissures found at the site are active faults or the result of landslides.

NRA commissioner Kunihiko Shimazaki asked Kansai Electric Power Company to dig a new trench near one of the reactors to examine the fissures.

NRC: Workers' error caused shutdown of NY reactor

WHITE PLAINS, N.Y. — Federal regulators say an error by maintenance workers caused this week's shutdown of a reactor at the Indian Point nuclear plant north of New York City.

The Nuclear Regulatory Commission says workers left valves open that drained water from a tank at the plant in Buchanan. That caused the shutdown of two pumps that send water to a steam generator. Control room operators then shut down the reactor Wednesday afternoon.

There was no release of radioactivity.

University of Hartford unveils nuclear reactor simulator

- What if you could take a nuclear power plant and shrink it down to table top size? The University of Hartford unveiled a working sub-scale, see-through nuclear power plant at the university's School of Engineering.

Students use the plant to learn the inner workings of nuclear power and, with glass where metal would be, they can actually see those inner workings. Without getting too technical here, there is a difference between transition boiling, like you do on your stove, and nucleate boiling which happens in a nuclear power plant.

Good news for SOR...:-)... no more uranium...

Hot Work: Oregon State to test mock reactors

CORVALLIS, Ore. (AP) — A new test facility under construction at Oregon State University could pave the way for next-generation nuclear technology that would do double duty, not only generating electricity but also producing hydrogen for fuel cells.

Work is under way on a small-scale simulator of a very high-temperature nuclear reactor, known in the industry as a VHTR. The $4.8 million research project, funded by grants from the U.S. Department of Energy and the Nuclear Regulatory Commission, is expected to come on line in April.

Like other reactor simulators at OSU's Radiation Center, this one will be heated by electricity rather than uranium. The only nuclear-fueled reactor on campus is a 1.1-megawatt research model, which is considered too small to pose any sort of meltdown risk.

Troubled Trafalgar class nuclear submarine, HMS Tireless, in new reactor coolant leak

HMS Tireless was the third of the Trafalgar class hunter-killer nuclear submarines. These are not nuclear armed but nuclear powered and conventionally armed.

Tireless was launched in 1985 and, at  28 years old, was due to be decommissioned this year. However, her service was extended for another four years due to the delay in the rollout of the new Astute class submarines.

Ten days ago, Tireless was taking part in a training exercise for new officers off the west coast, when a coolant leak developed within its sealed reactor unit. The Ministry of Defence has said that no risk was involved  to the public the environment or the crew.

She is said to face up to 10 months in dry dock while repair work is carried out.

Tireless is most famous for a series of troubling incidents.

NRC plans to release report on San Onofre
[link to www.power-eng.com]

Federal regulators say they will make public a redacted report by the manufacturer of the San Onofre nuclear plant's troubled steam generators - a report that, according to two U.S. lawmakers, shows that the manufacturer and the plant operator knew of serious design problems before the generators were installed.

On Thursday, the Nuclear Regulatory Commission requested a redacted copy of the 2012 report from Mitsubishi Heavy Industries, so that proprietary information could be removed. The NRC will release the report once the agency receives it, possibly this week, NRC spokesman Victor Dricks said.

Edison has denied knowing of the design problems in advance.

The canary in the reactor
[link to www.heraldnet.com]

[snip]

On Friday, the U.S. Department of Energy announced a "decrease of liquid level" in a single-shell tank at the Hanford Nuclear Reservation. A liquid decrease is promising news for people taking diuretics or attempting to lose weight. Radioactive sludge leaking into the ground at a rate of 150 to 300 gallons per year (or "rate of loss of liquids" in Energy-speak) is not-so-good news.

The underground tank in question, T-111, classified as an "assumed leaker" in 1979, was built between 1943 and 1944. These massive receptacles were engineered to last approximately 20 years, which means the leaking tank's structural integrity became questionable around the time of the Apollo 11 moon landing. In 1995, something called interim stabilization (In English, a short-term fix) was completed. The process involves the removal of pumpable liquids.

The T-111's storage capacity is 530,000 gallons. There are 117 similar tanks at Hanford, the Energy Department reports.
