Offshore wind power generation starts in Kyushu

A major offshore wind turbine has started operating on a test basis off Japan's southwest coast.

The turbine is 83 meters wide and stands 1.4 kilometers off the city of Kitakyushu.

It generates 5,500 megawatts of electricity annually, enough to supply 1,500 households for a year.

The turbine began rolling slowly as officials pushed the start button in Thursday's ceremony. The project is a joint effort between the New Energy and Industrial Technology Development Organization, or NEDO, and Electric Power Development Company, also known as J-POWER.

The Japanese government and the operator of the Fukushima Daiichi nuclear plant will officially endorse a renewed roadmap for dismantling its crippled reactors later on Thursday. Officials say the plan will include a new organization to hear from people in the area.

Officials of the government and Tokyo Electric Power Company had been finalizing the timetable for decommissioning the 4 reactors, disabled in the earthquake and tsunami two years ago.

They say they will ask leaders of local governments to take part in the new organization to hear their opinions on the decommission procedures and ways to inform the residents.

Roadmap revised for scrapping Fukushima reactors

Japan's government and the operator of the Fukushima Daiichi nuclear power plant have officially endorsed a renewed roadmap for scrapping the crippled reactors.

Officials of the government and Tokyo Electric Power Company approved the revision in a joint panel meeting on Thursday.

The revision is meant to accelerate work to dismantle the plant's 4 reactors, which were disabled in the March 2011 earthquake and tsunami.

But officials warn the work could fall behind schedule because engineers have yet to determine the exact state of melted fuel inside the reactors.

The revised roadmap has set different timelines for removing fuel from the No. 1, 2 and 3 reactors. No.4 was offline at the time of the accident.

When Three Mile Island operator Exelon tested its new siren alert system Thursday, nothing happened.

The sirens stood silent.

The problems cropped up an hour later, when the company and local emergency officials attempted to repeat the same test with the company's new alert system.

And the sirens were quiet.

In the second test, none of the new 92 sirens, part of a $13 million upgrade of sirens around Exelon Generation's nuclear stations, sounded. The new sirens are louder than the existing system and have battery backup, meaning they will work even in the event of a power outage.

These projects — led by General Atomics, GE Hitachi, Gen4 Energy and Westinghouse — will address key technical challenges to designing, building and operating the next generation of nuclear reactors.

“Public-private research in advanced nuclear reactors will help accelerate American leadership in the next generation of nuclear energy technologies and enable low-carbon nuclear power to be a significant contributor to the U.S. energy economy,” said Energy Secretary Ernest Moniz.

Japan's nuclear fuel cycle left in limbo

A Japanese power company has started receiving fresh supplies of recycled nuclear fuel from overseas, even though all but two of the nation's reactors remain offline.

On Thursday, MOX fuel from France arrived at Kansai Electric Power Company's Takahama nuclear plant in Fukui Prefecture.

It is unclear whether the utility will be able to use it soon.

MOX fuel is a mixture of plutonium extracted from spent nuclear fuel and uranium. It was hoped this approach would offer an efficient and sustainable way for Japan to recycle its spent nuclear fuel.

But safety concerns delayed its introduction. Experts discovered that control-rods used to stop nuclear fission are not as effective with MOX fuel as ordinary nuclear fuels.

Even before the Fukushima Daiichi accident, only 4 reactors in Japan were burning MOX fuel.

TEPCO to remind evacuees to file damages claims

The operator of the disabled Fukushima Daiichi nuclear power plant will soon send reminders to more than 11,000 residents in the area to apply for nuclear accident compensation.

Tokyo Electric Power Company officials met at the Fukushima Revitalization Headquarters on Friday.

They will send the reminders in July to residents who were forced to evacuate or stay indoors during the nuclear accident that occurred in March 2011.

Komeito urges caution for nuclear tech exports

The leader of Japan's junior coalition partner is expressing caution about exporting nuclear power plant technology.

New Komeito chief Natsuo Yamaguchi told NHK on Friday that the government can decide whether to export the technology if other countries need Japan's expertise and strict safety standards.

But he said the public will not approve of the government taking the initiative in sales promotions.

He also said many people are still unable to return to their homes since evacuating after the accident at the Fukushima Daiichi nuclear power plant in 2011.

ASEAN postpones meeting with nuclear powers

ASEAN has postponed a meeting with experts from the world's five "official" nuclear powers on the powers' plan to join its treaty for a nuclear weapon-free region after the nuclear powers rejected an ASEAN proposal to meet now, ASEAN sources said.

The consultations between ASEAN officials and legal experts from the nuclear states to discuss the protocol for the Southeast Asia Nuclear Weapon Free Zone had been to be held Friday before the start of the annual meeting of the Association of Southeast Asian Nations foreign ministers later in the week.

ASEAN still hopes for a meeting at another time, most probably on the sideline of the U.N. General Assembly in New York in October, the sources said.

Quarrels Continue Over Repository for Nuclear Waste

WASHINGTON — As more nuclear reactors across the country are closed, the problem of what to do with their waste is becoming more urgent, government officials and private experts said at a conference here this week.

To address the problem, a bipartisan group of four senators introduced a bill on Thursday that would provide for temporary, centralized storage, even as House leaders remained focused on trying to revive plans for the Yucca Mountain nuclear waste repository that the Obama administration has declared dead.

Nuclear waste is accumulating in steel and concrete storage casks at reactor sites around the country. But the casks — sealed boxes of many tons — cannot be sent to any repository because they are not compatible, said Jeff Williams, director of the Energy Department’s Nuclear Fuel Storage and Transportation Planning Project.

In addition, a growing number of the sites no longer have an operating reactor or the associated fuel-handling equipment, so they have no way to move the highly radioactive fuel to another storage package.

Nuclear issues in Japan piling up but no easy resolutions

There is a widespread and deep-seated dissatisfaction in Japan today surrounding the nuclear industry and its’ cozy relationship with the central government.  All but two nuclear reactors are currently shut down while the nation formalizes an energy plan that will dictate whether or not any nuclear reactors will be allowed to restart.  The public dissatisfaction is not just generated by the idling of the nuclear power plants in the island nation, the accumulating amounts of nuclear waste, the MOX fuel debate, or the continual increasing of rates by utilities in Japan due to costs incurred due to the shutdown of the nuclear reactors, it is all of the above and more.

Many communities in Fukushima Prefecture are raising the alarm that decontamination efforts are not providing satisfactory results and are now calling for re-decontamination efforts which the government is asked to cover.  It has been reported multiple times over the last two years that areas that have been decontaminated have been found to become re-contaminated over short periods of time.  Officials have blamed this on multiple issues ranging from the quality of decontamination work, proper disposal of contaminated waste, even the slow creep of contamination down from the mountains into the valleys with every rainstorm which will continue unabated for the foreseeable future.

Nuclear Engineer Concerned with TVA Alabama Plant

This plant was designed in 1968, that is at the height of the Vietnam War. Engineers used slide rules back then; I know, I was one of them. It was authorized to begin construction in 1974 and between 1974 and 1988, in fits and starts, the Tennessee Valley Authority began to build it. It was 80% complete in 1988 and Tennessee Valley Authority decided to put it in mothballs.
