Japanese Nuclear Plant May Have Been Leaking for Two Years

TOKYO — The stricken nuclear power plant at Fukushima has probably been leaking contaminated water into the ocean for two years, ever since an earthquake and tsunami badly damaged the plant, Japan’s chief nuclear regulator said on Wednesday.

In unusually candid comments, Shunichi Tanaka, the head of the Nuclear Regulation Authority, also said that neither his staff nor the plant’s operator knew exactly where the leaks were coming from, or how to stop them.

The operator, Tokyo Electric Power, has reported spikes in the amounts of radioactive cesium, tritium and strontium detected in groundwater at the plant, adding urgency to the task of sealing any leaks. Radioactive cesium and strontium, especially, are known to raise risks of cancer in humans.

Radioactivity detected near Fukushima underground tank

Tokyo Electric Power Co. said Wednesday it has detected radioactive materials in water in pits for monitoring soil contamination near one of the leaky underground reservoir tanks at the crippled Fukushima Daiichi nuclear power plant.

The finding suggests the possibility of contamination of soil near the tanks, where a series of leaks were first detected in April. The utility detected radioactive materials in concentrations of up to five times the government-set limit at four spots near the tank, it said.

A radioactive substance emitting beta rays was detected, with a reading of 0.15 becquerel per square centimeter, the utility said.

Swafford, 53, announced this week he will retire from TVA by October. He is being replaced by Joseph P. Grimes, an executive with Exelon Nuclear.

Swafford also was hired by TVA from Exelon in 2006 and was paid $2.3 million in fiscal 2012 as TVA’s executive vice president in charge of running TVA’s three operating nuclear plants. But during his tenure, TVA’s biggest nuclear plant, Browns Ferry, was red flagged for failing to detect problems in a key safety system valve.

The U.S. Nuclear Regulatory Commission on Thursday said that TVA has made significant progress at Browns Ferry but not enough yet to lift its “red” finding against TVA

Johnson, who was thanked by several people at the meeting for her willingness to come forward, told The News Courier that safety reports had been changed during a two and a half year period after being submitted by Browns Ferry safety team members.

She declined further comment about the nature and timing of the report alterations due to a pending discrimination suit filed against TVA, and her participation in an ongoing NRC investigation into allegations that TVA officials discouraged negative safety findings to receive performance bonuses and keep the plant’s three reactors running continuously.

Johnson, who has submitted her resignation, said her last day at the plant is today after serving 26 years as an electrical engineer for TVA.

In the spring of 2012, during a refueling outage, ultrasonic tests showed four tiny flaws in the nozzles, which were promptly fixed.

The same ultrasonic tests also indicated another irregularity. This one, however, went undetected by contractors and plant operators for 13 months. The flaw, suggesting that primary water stress cracking had begun to develop, was not detected until this May, forcing the shutdown of the plant.

The NRC noted that in May, a year after the initial ultrasonic discovery, the damage was a third bigger. The corroded area, located at a weld-point of a nozzle in the reactor lid, expanded from 1/4-inch to 1/3-inch, but never led to a leak of radioactive material.

The two specialists who missed the flaw were fully qualified, suggesting that time pressure or inadequate oversight caused them to miss the fifth flaw, the NRC said.

Tepco measured high level of radioactive material from groundwater and it’s in the increasing trend.

Tepco still defines it as a “possibility” that the contaminated groundwater is leaking to the sea.

The former Fukushima worker Happy11311 commented on Twitter that 450 tones/day of groundwater is flowing to the sea since before 311.

He states before 311, Fukushima nuclear plant pumped up 850 tones of groundwater everyday. Now 400 tones of water flows to the basement of the plant. 450 tones of groundwater is let flow to the sea.

Over 1,000 protest China's nuclear fuel plant plan

More than 1,000 people have rallied in a southern Chinese city against a plan to build a nuclear fuel processing plant.

Protesters gathered in front of the Jiangmen City government office in Guangdong Province on Friday morning, calling for the plan to be halted.

Protesters carried banners and shouted slogans denouncing the project. Demonstrations continued well into the afternoon as police kept watch.

Second Fukushima debris storage survey underway

Japan's Environment Ministry has started a land survey at a second candidate site for storing radioactive soil and debris near the Fukushima Daiichi nuclear plant.

The survey began on Friday in Naraha Town. It is one of 3 areas where the government wants to build intermediate storage facilities for contaminated debris.

Senior Vice Environment Minister Shinji Inoue observed workers using heavy machinery and taking soil samples.

He told reporters that the survey is behind schedule and that the ministry hopes to open the facility in early 2015.

Radioactive water dumped into river for agricultural water in Fukushima

JDC Corp., a medium-sized general contractor, discharged 340 tons of radiation-contaminated water into a river for agricultural water in Minamisoma, Fukushima Prefecture, following the March 2011 nuclear disaster, JDC sources said Thursday.

But officials of relevant local governments complained they had been left unaware of the action.

JDC sources said the company took the action because it thought there would be no problem after hearing the governmental Japan Atomic Energy Agency had explained the action to the relevant local governments.

Kyushu Electric files for safety checks on 2 more reactors

Kyushu Electric Power Co. on Friday filed for state safety assessments on two more reactors, raising the number of units in Japan seeking to restart operation to 12 after the new safety requirements were introduced earlier this week.

Power utilities are hurrying to file for safety reviews by the Nuclear Regulation Authority as they want to restart reactors that have remained idled due to concerns over the use of nuclear power in the wake of the 2011 Fukushima Daiichi complex disaster.

Kyushu Electric Power filed applications Friday for the Nos. 3 and 4 reactors at the Genkai nuclear power station in Saga Prefecture. It has already taken the same procedures for the Nos. 1 and 2 reactors at the Sendai plant in Kagoshima Prefecture.

The ministry this week announced that 359 new cases of rubella were reported throughout Japan in the week ending June 30, according to figures provided by the Infectious Disease Surveillance Center. Fuji TV reported Thursday that the figures bring the total number of cases reported nationwide this year to 11,991. The number of infections reported this year so far is already over five times the annual total for 2012.

The American Medical Association has passed a resolution calling for the US to continue to monitor and publicly report radiation contamination in seafood. The original resolution included the language that cited Fukushima as a main reason for the concern and focused on the Pacific ocean. The final resolution broadened it to include all seafood.

The resolution was approved before the recent announcement that Fukushima Daiichi has been continually leaking contamination into the Pacific for the last 2+ years.

The resolution is a good step for public health. The current policy of the FDA does no ongoing seafood testing for radiation. That done soon after the Fukushima disaster was vague, using frozen fish of unknown catch date and fish with an unknown catch location within Japan. The FDA and USDA so far have not publicly released any seafood testing for products hauled places other than Japan. The current US contamination level before the government will intervene is 1200 bq/kg far higher than other countries including Japan.
